Job Description:
To lead and support the implementation of the new WASH Project in AP Timor Tengah Selatan, ensuring the effective delivery of project activities and the achievement of project objectives. The position aims to improve access to inclusive and sustainable WASH services and promote positive hygiene practices among children, families, and communities. The role is also expected to contribute to Wahana Visi Indonesia’s core approaches of Transformational Development, Advocacy, and Emergency Response.
Strategy Development & Planning
- Support the development of annual, quarterly, and monthly WASH work plans in line with organizational strategy and donor requirements.
- Conduct needs assessments and contribute to project design and planning.
- Provide technical inputs for proposals, budgets, and implementation plans.
- Ensure WASH activities are aligned with sector standards and organizational objectives.
Resource Acquisition & Management/ Engagement/Project Management
- Implement WASH project activities according to approved work plans, budgets, and timelines.
- Coordinate procurement and management of WASH materials, equipment, and resources.
- Liaise with contractors, suppliers, local authorities, and community representatives to ensure smooth project implementation.
- Monitor project progress and address implementation challenges in collaboration with the supervisor.
Capacity Building/ Technical works
- Conduct technical assessments of water supply, sanitation facilities, and hygiene conditions.
- Provide technical support during the construction, rehabilitation, and maintenance of WASH facilities.
- Facilitate hygiene promotion sessions and community awareness activities.
- Build the capacity of community members, local partners, and stakeholders through training and technical guidance on WASH-related practices.
Accountability & Quality Assurance
- Monitor project implementation to ensure compliance with organizational standards, donor requirements, and WASH technical guidelines.
- Collect, verify, analyze, and report project data accurately and on time.
- Maintain proper project documentation, records, and supporting evidence.
- Promote accountability by supporting community feedback and complaint response mechanisms.
Networking & Coordination
- Coordinate with government agencies, local partners, communities, and other stakeholders to support effective WASH implementation.
- Participate in internal and external coordination meetings, including WASH Cluster or sector coordination forums when required.
- Foster collaboration with other technical sectors (Health, Nutrition, Protection, and Education) to ensure integrated programming.
- Represent the organization professionally in stakeholder engagements and coordination activities.
Management & Leadership
- Develop and manage annual performance agreement
- Submits periodical/ monthly accomplishment report
- Build and maintain positive spirit of working in team with other staff in respective unit and department
- Provide Christian value and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
- Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
- Manage all implementations and risks related to T-WASH 2 project according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Requirement
- Bachelor's degree in Engineering, Public Health, Social Sciences, or a related field.
- Minimum 2 years of experience in community development and/or WASH (Water, Sanitation and Hygiene) projects.
- Strong knowledge and practical experience in community mobilization, community engagement, and extension services.
- Ability to work independently with minimal supervision while maintaining high levels of accountability.
- Good computer literacy, including Microsoft Office applications and reporting tools.
- Proficiency in Bahasa Indonesia and basic English communication skills. Ability to speak Bahasa Uab Meto is highly desirable.
- Technical Experience
- Demonstrated experience supervising civil works, including: Rural water supply systems, Solar-powered water systems . Wastewater treatment facilities. Institutional and community sanitation facilities
- Experience working with gravity-fed water supply (GFS) systems in mountainous or rural environments.
- Experience supervising pipeline installation across steep or challenging terrain. Spring discharge measurements, Topographic surveys, Pipeline route assessments
- Knowledge of operation and maintenance (O&M) procedures for rural water supply systems to promote long-term sustainability.
- Experience establishing, strengthening, and working with Community-Based Water Management Committees (CBWMCs) or village water user groups.
- Experience living and/or working in rural and remote areas.
- Physically fit and capable of working in challenging field conditions, including mountainous terrain and locations with limited vehicle access.
- Comfortable working outdoors for extended periods under varying weather conditions.
- Able to conduct regular field monitoring, quality assurance, and supervision of water supply and sanitation infrastructure construction.
- Willing and able to walk long distances over uneven terrain while carrying basic field equipment.
- Willing to stay overnight in remote project locations when required.
- This position is based in Timor Tengah Selatan, East Nusa Tenggara.
- The role requires a high level of mobility and flexibility, with up to 70% domestic travel to project locations and partner communities.
- Experience working with NGOs, development agencies, or community-based organizations.
- Familiarity with participatory approaches to WASH programming and community-led sustainability models.
- Ability to build strong relationships with local government, community leaders, and diverse stakeholders.
