The Project Officer is responsible for supporting the effective implementation of the BMZ-funded project, "Enhancing Economic Resilience through Skills Development and Income Generation Support in the West Bank." Reporting to the Project Manager, the position ensures the timely coordination, monitoring, and quality delivery of project activities implemented both directly by NRC and through local partners. The Project Officer works closely with implementing partners, target communities, and NRC support functions to ensure activities are delivered on time, within budget, and in full compliance with NRC policies, donor requirements, and applicable standards. The role also contributes to partner engagement, project monitoring, reporting, and the achievement of high-quality, accountable, and impactful programme outcomes.
Responsibilities
The position focuses on the day-to-day coordination, monitoring and quality assurance of project activities implemented directly and through local partners.
Generic Responsibilities:
- Support implementation of project activities in line with NRC policies, procedures, project documents and BMZ requirements.
- Coordinate day-to-day implementation with local implementing partners and relevant stakeholders.
- Conduct regular field visits to monitor activity implementation, quality, progress and compliance.
- Monitor implementation against work plans and agreed targets and promptly flag delays or challenges.
- Support project documentation, reporting, procurement and financial follow-up.
- Ensure accurate project documentation and means of verification are maintained.
- Promote safe, accountable and inclusive programming throughout project implementation.
- Coordinate closely with Finance, Logistics, MEAL, Programme teams to ensure integrated implementation.
- Ensure compliance with security protocols during fieldwork and promote a safe working environment.
Specific Responsibilties:
1- Project Implementation and Partner Coordination
- Coordinate day-to-day implementation with implementing partners.
- Provide guidance and follow-up to partners throughout implementation.
- Monitor implementation against approved work plans and deliverables.
- Coordinate with relevant community representatives and leaders.

2- Field Monitoring and Quality Assurance
- Conduct regular monitoring visits to all project implementation sites, this includes monitoring vocational training, apprenticeship, cash-for-work, business grants and livelihood activities.
- Verify activity quality and compliance with approved methodologies.
- Support beneficiary targeting, selection and participation processes.
- Verify outputs and supporting documentation.
- Monitor adherence to protection, accountability, gender and inclusion standards.
3- Reporting, Documentation and Learning
- Collect and verify project data and means of verification.
- Maintain complete and organized project documentation.
- Prepare activity reports and contribute to donor reporting.
4- Operational Coordination
- Coordinate with Finance, Logistics, HAS and MEAL teams.
- Follow procurement and payment processes related to project implementation.
- Represent NRC in technical meetings when delegated by the Project Manager.
Qualifications
Generic Professional Competencies:
- Minimum 2–3 years of experience in implementing livelihoods, economic resilience, or development projects in humanitarian or development contexts.
- Experience coordinating and monitoring activities implemented through local partners.
- Experience conducting field monitoring, quality assurance, and compliance follow-up.
- Knowledge of livelihoods programming, including skills development, TVET, apprenticeships, cash-for-work, and business grants.
- Experience with BMZ or other donors is an asset.
- Strong analytical, reporting, and documentation skills.
- Fluency in English and Arabic, both written and spoken.
Contect Related Skills, Knowledege And Experience:
- Good understanding of the humanitarian and socio-economic context in the West Bank.
- Experience working with youth, women, and herding communities, particularly in Area C.
- Experience working with Palestinian civil society organizations, community leaders, and local authorities.
- Knowledge of protection mainstreaming, gender, accountability, and community engagement principles.
