Job Description:
This position will support all DRR and humanitarian disaster preparedness and response activities in WVI Nepal’s project districts. As an MEAL focal point for DRR and humanitarian disaster preparedness and response, the purpose of this position is to lead, establish, maintain, and harness the M&E systems (quality monitoring, output tracking, result monitoring, post-distribution monitoring, and evaluations); accountability system; and project information management system (beneficiary database management, document management including evidence, and sharing and dissemination of the information gathered through the MEAL system) in the WVI Nepal target locations. The role provides technical guidance and oversight to the partner NGO MEAL officers for the MEAL business actions related to these DRR and humanitarian disaster response activities.
The position will be based in the National Office in Lalitpur (Bagmati Province).
This is a one-year fixed-term position.
JOB RESPONSIBILITIES
Monitoring, Accountability, and Learning
- Support the development and implementation of quality monitoring systems (including quality standards and digital tools) to ensure effective and high-quality project delivery.
- Regularly review and analyze project progress data (using CommCare and PBI Dashboard) to identify gaps in information management systems, inform decision-making, and recommend corrective actions.
- Lead and/or participate in monitoring visits to communities, institutions, and stakeholders to verify outputs and ensure quality programming.
- Coordinate for and organize joint monitoring visits with stakeholders, including local government, to enhance program quality, strengthen results, and promote ownership.
- Plan and manage post-distribution monitoring (PDMs) following assistance to disaster-affected populations.
- Prepare and share PDM reports with project teams, support offices, and donors to inform improvement actions.
- Ensure monitoring findings are properly documented, communicated, and followed by agreed action plans, with consistent follow-up until issues are resolved.
- Lead the MEAL function with support of partner NGO-based MEAL officers for DRR and emergency response to ensure the requirements (rapid needs assessment, agreed beneficiary selection criteria, beneficiary verification, information provision, feedback mechanism, PDM, etc.) are met.
- Lead outcome monitoring in line with project timelines, including data collection, analysis, and documentation of evidence to report against project objectives and indicators of this specific funding from World Vision USA and other response/DRR projects.
- Establish and strengthen community accountability mechanisms, including information sharing, consultation, participation, and feedback systems for the DRR and humanitarian disaster preparedness and response activities.
- Ensure community feedback is systematically collected, managed, analyzed, and responded to in a timely and appropriate manner.
- Analyze feedback and monitoring data regularly to generate insights and provide recommendations for evidence-based decision-making.
- Capture, document, and promote learning from project implementation, and ensure that lessons learned are translated into actionable improvements.
- Organize and facilitate learning and reflection events at national and sub-national levels to promote knowledge sharing and continuous improvement.
Information Management
- Establish, maintain, and regularly update an activity tracking system and indicator tracking table that aligned with the Detailed Implementation Plan (DIP), in close coordination with the Program Information Management focal point and project implementing team of WVI Nepal and partner NGO.
- Develop, update, and ensure accuracy of beneficiary registration and tracking systems for the project, ensuring proper documentation and traceability.
- Maintain and regularly update institutional and community group data within the tracking system to reflect status and progress.
- Lead initiatives to strengthen and digitize information tracking and management systems, ensuring robustness, efficiency, and data security.
- Collect, validate, and update secondary data in accordance with the M&E plan to support analysis, reporting, and decision-making.
- Compile and provide timely, accurate information and supporting evidence for reporting to District/Local Project Advisory Committees and the Central Project Advisory Committee.
- Conduct routine Data Quality Assessments (DQAs) (at least annually) in collaboration with implementing partners to ensure data accuracy, consistency, integrity, and reliability, and follow up on improvement actions.
- Ensure all data management practices comply with organizational standards, donor requirements, and data protection protocols.
- Aligning the information management of DRR and anticipatory action component of WVI Nepal’s interventions across funding streams (grants and sponsorships).
Assessment and Evaluation
- Lead and manage rapid need assessment for emergencies and other DRR-related assessment studies to identify the relevance, feasibility, and scope of interventions and target beneficiary groups, ensuring alignment with project design and context.
- Provide technical guidance and oversight in beneficiary selection and verification processes to ensure transparency, adherence to criteria, and accountable programming practices.
- Coordinate closely with partners to ensure effective MEAL management, harmonized approaches, and consistent quality assurance across the project.
- Ensure timely dissemination of assessment and evaluation findings to relevant stakeholders, including donors and government authorities (local, provincial, and federal), in line with agreed plans and requirements.
- Support evidence-based advocacy initiatives by generating, packaging, and presenting credible data and insights as a MEAL technical resource for project-specific priorities.
- Participate in AIM and AIM+ process to contribute as responsible MEAL staff.
- Collaborate with Nepal Innovation Lab and partner NGOs to ensure proper implementation of the PDRA as per its guideline.
Collaboration and support
- Guide partner NGO coordinators and MEAL staff in MEAL planning and tools.
- Provide technical support in the recruitment and onboarding of MEAL officers within partner NGOs, ensuring candidates meet required competencies and standards.
- Actively participate in relevant meetings, workshops, and events, representing the MEAL function and contributing to informed decision-making and action planning.
- Conduct regular coordination and review meetings with project teams and partner MEAL staff to monitor progress, identify support needs, and provide timely technical assistance.
- Identify competency gaps and lead capacity-strengthening initiatives (trainings, coaching, mentoring) for MEAL and relevant staff of partner organizations.
- Provide ongoing technical guidance and mentorship to partner MEAL staff to ensure adherence to standards and continuous quality improvement.

- Support National Office MEAL team priorities as required, in coordination with the supervisor, ensuring timely delivery of cross-cutting initiatives.
- Contribute to the reporting of the World Vision USA-funded activities and APs (if practical) in close coordination with the project lead.
- Participate in cluster meetings regarding the rapid need assessments and other response MEAL concerns.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- A 3-5 years proven record of monitoring, designing, and leading surveys, carrying out basic data analysis, esp. for indicators relating to education, nutrition, economic development, child protection, and disaster risk reduction incorporating gender, disability, & social inclusion, and environment & climate change considerations.
- Cross-functional management experience in an I/NGO, UN/ bilateral organizational environment
Required Education, training, license, registration and certification
- Bachelor’s degree in environmental science, development studies, education, economics, public health, agriculture, or fields suitable for developing advanced data analysis using appropriate tools and applications.
Preferred Knowledge and Qualifications
- Master’s degree in development studies, social science, environmental science, management, public health, economics, agriculture, statistics or relevant fields
- Strong knowledge of humanitarian project cycle management, including project design, project evaluation, and analysis of research materials.
- Leadership esp. on people management, coordination, planning, facilitation skills
- Designing and leading the surveys and analysis of data collected from different primary data collection methods.
- Analysis of quantitative data using SPSS or STATA or spreadsheets.
- Analysis of qualitative data using appropriate techniques, tools, and applications.
- Strong knowledge of the basic principles of humanitarian and program accountability.
- Strong capacity to transfer knowledge and skill to professionals new in MEAL
- Have experience of team collaboration & team building for common goal and purposes
- Excellent oral and written English and Nepali communication skills.
- Sound knowledge and skills to write and review the evaluation, assessment, and research reports, considering different target audiences, including the donors.
- Effective relationship management skills and ability to positively influence others.
