CRS Philippines, established in 1945, is the longest running, continuous CRS country program in the world with extensive programming in emergency response, early recovery and disaster risk reduction, climate resilience and peace governance. The Philippines country program has over 55 staff members in Manila, Davao, and Cotabato City offices. Job Summary
You will manage the project in the Country Program (CP) for Climate Resilient Cities - NURTURE, leading the implementation and monitoring while advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.
Responsibilities
Roles and Key Responsibilities
- Manage and implement all activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
- Effectively coordinate and liaise with the donor, government partner and service providers. As the point of contact between the donor and the project, the PM will build and maintain positive relationships and ensure project expectations are met based on the grant agreement. The PM will also liaise with the DENR – CCS, CCC and other partners for the effective implementation of the project.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
- Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
- Act as a key resource person in project design and proposal development in respective programming areas, gap-filling and taking on growth responsibilities, as needed.
- Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
- Help identify, assess and strengthen partnerships relevant to climate resilience - climate change adaptation and mitigation, nature-based solutions, climate financing and biodiversity and conservation applying appropriate application of partnership concepts, tools and approaches.
- Coordinate and monitor financial and material resources relevant to project needs, through planning and oversight ensure efficient use of project resources
Qualifications
Basic Qualifications
- Master’s degree in international development, International Relations or in the field of environmental science, natural science, climate change adaptation, climate governance and climate financing required or a bachelor's degree in similar fields with an additional two years of relevant experience may be considered in lieu of the master’s degree requirement.
- Minimum of 2-3 years of relevant field-based experience in coordinating or managing light to moderately complex projects are required, preferably with an international NGO.
Preferred Qualifications
- Master’s degree in international development, International Relations or in the field of environmental science, natural science, climate change adaptation, climate governance and climate financing required.
- Project management experience in environmental science, natural science, climate change adaptation, climate governance and climate financing is highly desirable.
- Experience in working with the relevant government agencies leading the NBS and Climate Financing is a plus.
- MEAL skills and experience preferred.
Knowledge, Skills and Abilities
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.
- Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
- Strong relationship management skills and the ability to work effectively with culturally diverse groups.
- Strong written and verbal communication skills with ability to write reports

Required Languages: English and Filipino
Travel: Must be willing and able to travel up to 30 %.

General Requirements
CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements. All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.
CRS prioritizes candidates who are citizens/ permanent residents of the countries where we have CRS offices.
