CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on emergency response, disaster risk reduction and climate resilience and social cohesion. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program also provides support to CRS’s work in the Federated States of Micronesia, and has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.
Job Summary:
You will manage and provide technical oversight of the implementation of the Country Program (CP) Early Recovery programming in the Philippines ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its Emergency and Early Recovery programming.
Responsibilities
Roles and Key Responsibilities:
- Provide management, guidance, and technical oversight of the CP Early Recovery programming, specifically in the intervention areas of WASH, Shelter and Livelihoods, throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
- Effectively manage talent for Early Recovery programming and supervise high functioning team members. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports.
- Oversee technical assistance and capacity strengthening activities in Early Recovery for staff and partner organizations to enhance program quality and impact.
- Oversee the identification, assessment and strengthening of partnerships relevant to Early Recovery and the appropriate application of partnership concepts, tools and approaches.
- Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
- Lead the development of program learning - identify opportunities for learning, research and publications in Emergency Response and Early Recovery and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency's knowledge management agenda. Ensure integration of innovations and best practices.
- Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP Early Recovery sector portfolio in line with agency, regional, and CP Emergency and Early Recovery strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in Early Recovery per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
Qualifications
Basic Qualifications
- Bachelor’s degree in international development, International Relations or in the field of Emergency Response and Early Recovery required. Additional experience may substitute for some education. Experience in early recovery interventions in the sectors of WASH, Shelter and Livelihoods is a plus.
- Minimum of 2-3 years' experience in relevant field-based project management experience required, with preferably at least 3 years’ working experience in Emergency Response and Early Recovery
- Experience managing donor funded emergency and early recovery projects – US Government, UN Agencies et.
Preferred Qualifications
- Master’s degree in international development, International Relations or in the field of humanitarian/disaster response required.
- Project management experience in project / program area is highly desirable.
- MEAL skills and experience preferred. Experience with program monitoring and evaluation including development of indicators, data collection tools and methodologies, data analysis, and data presentation.
- Understanding and application of technical principles and concepts in Emergency Response and Recovery. Good knowledge of related disciplines to ensure proper cross-sectoral approach.
- Experience contributing to successful business development opportunities for public and private donor funding in Emergency Response & Recovery.
Knowledge, Skills and Abilities
- MEAL skills and experience required.
- Staff management experience and abilities that are conducive to a learning environment.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Good experience in project grants management, including project design, preferably for grants from multiple public donors, including US Department of State (USDoS).
- Demonstrated ability to write high quality technical proposals.
- Experience engaging with partner organizations
- Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
- Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
- Good presentation and facilitation skills

Required Languages: Filipino and English.
Travel: Manila-based or based on any of the project sites. Must be willing and able to travel up to 50% in project sites.

Internal: Senior Project Officers, Livelihoods Specialists, WASH Specialist, Engineers, MEAL Manager, Operations Project Manager, Finance Manager, Head of Programming, Country Representative.
External: Donor, Local Caritas Partners, Caritas Philippines, UN Agencies, Non-Government Organizations, Academe.

Organization context
General Requirements
CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements. All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.
CRS prioritizes candidates who are citizens/ permanent residents of the countries where we have CRS offices.
