Job Description:
Position Title: Project Director
Project: Child Protection Compact (CPC)
Contract Period: Fixed-term contract for two (2) years
Duty Station: Ulaanbaatar, Mongolia
Reports to: National Director
The Project Director will have the overall management responsibility for the effective and timely implementation of the Mongolia Child Protection Compact project ensuring the quality of all project outputs and activities described under the scope of services and coordinating and consolidating inputs of consortia and implementing partners, government agencies, NGOs, CSOs and other specialists. The Mongolia Child Protection Compact project’s main goal is to increase the capacity and collaboration of the government, civil society, and private sector stakeholders to strengthen Mongolia's efforts to effectively prosecute and convict child traffickers with a victim-centered approach, to provide comprehensive trauma-informed care for child victims of trafficking (VOTs), and to prevent child trafficking in all its forms. The project is targeted at building capacity of national and local government, civil society, and private sector stakeholders engaged in counter-trafficking and child protection activities and these groups will then serve vulnerable boys and girls.
KEY RESPONSIBILITES
Project Implementation (40%)
- Provides strategic leadership and technical, operational, financial, and managerial leadership for successful implementation of project activities.
- Develop and implement a plan with the Government to ensure the sustainability of project activities beyond the life of the project.
- Lead project implementation including all activities, outputs, and outcomes through effective project management and administration, including reporting, budget monitoring, key performance indicators, financial transactions, execution of project plans, and achievement of results.
- Lead and provide oversight for the developmentally and implementation of all Outputs, especially Output 3 and 4 implemented by World Vision

- Ensures that the program is technically sound, evidence-based, and consistent with donor and stakeholders’ priorities.
- Ensures the project produces the specified results in the annual work plan(s) and RMP to the required standard of quality and within the timeline and budget parameters.
- Conducts monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.
- Capture and communicate learning and impacts of the CPC.
- Ensures that the project progresses in accordance to its contractual obligations and complies with donor regulations and internal organizational policies.
- Oversees budget pipeline development, forecasting and budget monitoring.
- Compliance and alignment with WVI standards, policies, guidelines, approaches and strategies.
- Ensure alignment of programs with National Strategy and WVI Partnership Strategic goals and priorities.
- Ensure the proper integration of Advocacy, HEA, Sponsorship, child protection and other cross cutting themes in project implementation.
Leadership/Management (20%)
- Lead the project team, manage sub-recipients and ensure they meet their performance targets, ensure smooth running and efficient delivery of support/services.
- Ensure effective people management in line with World Vision Mongolia policies and WVI standards, including staff performance management, coaching and development, duty of care, safeguarding, code of conduct compliance, and fostering a positive, inclusive, and values‑based team culture
- Participate in the National Office level Management meeting and share the project highlights and lessons learnt.
- Attend/Lead in regular devotions and support spiritual development of his/her team.
- Raise and discuss relevant concerns for decision making produced with leadership.
- Adhere to World Vision International key policy documents. mission, core values, and covenant of partnership.
Strategic Partnerships and Stakeholder Engagement (20%)
- Coordinate routinely with the consortia, MDTF and project implementing partners on the project progress, coordination with and leveraging existing government, INGO/NGO, and WV CP and TIP projects and initiatives.
- Develop and maintain good relationships with major ministries such as Ministry of Justice and Home Affair, Ministry of Labor and Social Welfare and its sub agencies Agency of Family Child and Youth Development, National Police Authority, donors and WV US including planning how to approach donors (government/private donors and support offices); streamlining strategic dialogues and overseeing the implementation process.
- Develop and maintain good relationships with SLT and Regional office (when required) Partnership Offices on LEAP 3 Technical Approaches/Programs, HEA, Sponsorship and Advocacy. To participate on related events as appropriate.
- Act as a role model in advocating/promoting the organization and stakeholder transformation to WV’s principles and vision.
- Acts as the primary project contact person and liaison, ensuring the project is represented in national technical, policy, and planning forums with USG and other key stakeholders.
- Coordinates organizational relationship with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with Governments, USG, partners and stakeholders.
Technical Support to Resource Acquisition and Management (10%)
- Provide strategic technical input to proposal development, donor engagement, and high‑level policy and partnership dialogues with key donors and government counterparts.
- Contribute to the development and implementation of strategies to diversify WVIM’s funding portfolio, supporting access to institutional, government, and private funding sources.
- Provide senior leadership and representation for GC, RO, SO, and donor engagements, including coordinating high‑level visits, responding to strategic requests, and ensuring fulfillment of donor and Support Office requirements in collaboration with relevant teams.
Other (5%)
- Perform other duties as required that are consistent with the role’s level of responsibility and aligned with World Vision Mongolia’s strategic priorities.
