OVERVIEW

THE ROLE:
The Project Coordinator Livelihood shall fulfil various duties and responsibilities while working closely with project manager/officers, formulating comprehensive livelihood implementation plans concerning resources, budget and timeframes for projects. The coordinator will perform various coordinating tasks including stakeholder management, risk management, maintaining project documentation and handling financial queries along with administrative duties.
The coordinator should have adequate knowledge of the Resilience and Livelihood strategies appropriate for the Kasese region, excellent time management and communication skills, as s/he will collaborate with beneficiaries and internal teams to deliver results by deadlines, ensuring all livelihood interventions are completed within budget and meet high quality standards.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
The Jobholder will work closely with the Programme Manager (PM), Program Officers, MEAL Specialist, MEAL Officer, Technical Advisors in Program Development & Quality unit and other project staff to fulfil the following duties and responsibilities:
Programme Planning and Execution:
- Lead the development of relevant and sustainable livelihood intervention strategies in Kasese context
- Prepare detailed implementation plan (DIP), phased budget, procurement plan, risks and mitigation plan, communication plan, community engagement plan, Activity Tracking Tools with regards to the livelihood component of the project,
- Lead the engagement with the field stakeholders to conduct the geographic targeting and selection of vulnerable community members in given watersheds to benefit from the project according to the criteria provided in the project document and profile the beneficiaries for outcome tracking,
- Execute all planned field activities in cooperation with project staff based on DIP and report to the PM forthwith for any circumstances that unable project staff to conduct the activities,
- Ensure all trainings are conducted using standard guidelines to the extent possible and by highly qualified personnel following SC safe programming and safeguarding protocols,
- Ensure on time procurement and delivery of high-quality materials and resources required to conduct the project activities as planned and budgeted,
- Coordinate the assembling of all resources including human resources of community-based volunteers (CBVs) for effective implementation of livelihood component and provide technical support supervision to CBVs,
- Support provision and access to a wide range of Business Development Services to marketing groups to facilitate youth livelihoods opportunities,
- Ensure regular monitoring of livelihood activities in the respective communities and follow up implementation of planned tasks and activities,
- Coordinate the linkages and the development of financial inclusion strategy with specific focus on strengthening the financial systems of VSLAs,
- Liaise with district/sub-county officials, NGOs, UN agencies other stakeholders to facilitate development of multi-sectoral partnerships
- Ensure coordinated implementation of livelihoods interventions in a manner that builds resilience of the targeted population.
- Collaborate with the Nutrition coordinator to ensure complementarity and layered implementation of interventions.
Representation, Advocacy and Organizational Learning:
- Coordinate with all concerned staff to develop and implement learning agenda and communication plan as appropriately, ensure all communication materials are in place;
- Participate in coordination meetings and share progress on Livelihoods with stakeholders in the project area (i.e., partners, district authorities, village heads, chiefs and other implementing agencies)
- Strengthening network and linkages with financial service providers, micro and small enterprise development agencies, and other relevant stakeholders to broaden livelihood of beneficiaries;
- Documentation and sharing of evidence and lessons learnt.
- Coordinate with MEAL team to ensure that all livelihood indicators are captured correctly in the MEAL plan and included in the Indicator Performance Tracking Tools (IPPT) and Post Distribution Monitoring are all conducted timely; MEAL
- Coordinate closely with MEAL during the baseline, midterm and end line evaluations to ensure the objectives of the livelihood component are fully captured in the tools and well analysed for the indicators required to be tracked;
- With the support of the PM, conduct regular quarterly review meetings with stakeholders to review project implementation progress,
- Take lead responsibility on any accountability issues raised and seek appropriate ways of addressing them on a timely manner,
- Support proper documentation of Livelihood activities conducted –case studies, best practices, voices of beneficiaries, etc.- and submit weekly progress reports on the planned implementation activities to PM General:
- Comply with all relevant SC’s policies and procedures with respect to Code of Child Safeguarding, child protection, health and safety, equal opportunities and other relevant policies.
- Ensure compliance to financial and audit requirements of the donor
- Work closely with local implementing partners and other project staff to ensure timely and quality funds advance tracking and liquidation as per SCI guidelines.
- Coordinate with logistics and procurement staff in purchasing and inventory control as per SCI/donor requirements.
- In collaboration with the finance staff, review and analyze budget reports and take necessary steps to ensure proper management and utilization of budgets.
- Appraise CBTs as per SCI Staff policy
QUALIFICATIONS AND EXPERIENCE
To be a strong supporter and advocate for children in this role you will need to have;
- At least a bachelor's degree in agriculture, animal science, economics, community development or other related fields.
- At least 5 years’ experience in youth/adult livelihoods enhancing programmes
- Experience in delivering training to community-based staffs
- Experience in working with local NGO partners
- Strong understanding of small and micro enterprise, education and agro-pastoral skills training in a rural setting preferably in Kasese region
- Experience in career counselling in livelihoods related enterprise
- Excellent professional use of oral and written English
- Strong leadership skills including ability to influence a wide range of internal and external stakeholders
- Ability to work with minimal supervision
- Ability to forge excellent relationships with youth 15-24 years
- A good understanding of best practices, techniques for achieving and sustaining youth’s positive engagement
- Excellent communication and presentation skills
- Ability to work as part of field team and successfully join up work with partner staffs
- Ability to ride a motorcycle and possess a valid riding permit
