Background
On October 21, 1974, the United Nations Development Programme and the Government of Barbados entered into an agreement to “support and supplement the national efforts of developing countries at solving the most important problems of their economic development and to promote social progress and better standards of life.”
Subsequently, similar agreements were entered with Governments of the ten countries and territories that the UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean serves: Anguilla, Antigua and Barbuda, Barbados, the British Virgin Islands (BVI), the Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.
UNDP Barbados and the Eastern Caribbean Multi-Country Office (MCO) aims to create an enabling environment where our national governments have the capacities for inclusive and sustainable human development; meet their regional commitments, and internationally agreed objectives including the SDGs. The MCO focuses on policy and knowledge advisory services that facilitate poverty reduction, improved democratic governance, economic recovery, climate resilience, disaster risk reduction, social inclusion, and human rights. UNDP partners with governments and people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life of everyone. We are on the ground in around 170 countries, to help empower lives and build resilient nations. UNDP’s work in the region continues to evolve and includes three clusters: Nature, Climate and Energy (NCE), Prevention, Recovery and Resilience (PRR), Poverty and Governance (P&G).
Antigua and Barbuda faces an urgent development challenge as a highly climate-vulnerable small island developing state, exposed to a range of climate-induced hazards such as hurricanes, droughts, coastal flooding, and sea level rise. These threats increasingly occur in compounding and cascading ways, amplifying their impacts. The islands’ low-lying geography, reliance on coastal infrastructure, and limited fiscal space further heighten vulnerability, creating a fragile risk environment where a single hazard can cause widespread disruptions with disproportionate consequences for the most vulnerable groups. Yet, the country’s current early warning systems, disaster risk governance, and preparedness capacities remain fragmented, under-resourced, and outdated, constraining its ability to anticipate, prepare for, and respond effectively to these growing risks.
The Early Warning for All (EW4All) initiative responds to this challenge by supporting seven countries — Antigua and Barbuda, Chad, Cambodia, Ecuador, Ethiopia, Fiji, and Somalia — to strengthen resilience through improved Multi-Hazard Early Warning Systems (MHEWS). The programme provides access to global and regional expertise, helping countries address policy gaps, strengthen coordination, develop scientific and technical capacities, and ensure early warnings are effectively translated into local action.
Within this global framework, the Antigua and Barbuda country project will reinforce national MHEWS and lay the foundations for anticipatory action (AA). It will update disaster governance frameworks by modernising legislation, integrating disaster risk reduction (DRR) into sectoral planning, and establishing a national preparedness and response fund. The project will expand risk knowledge through hazard assessments and the creation of a national risk information platform, while strengthening forecasting by upgrading meteorological services, introducing flood guidance systems, and enhancing ocean monitoring and impact-based forecasting. At the same time, public communication systems will be improved through a National Emergency Telecommunication Plan and inclusive communication channels that ensure warnings are accessible, trusted, and actionable. At the community level, preparedness will be deepened through expanded community-based early warning systems, training, scenario planning, and evacuation support.
Local implementation will be led by the UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean, which provides oversight across 10 countries in the subregion. In Antigua and Barbuda, a dedicated in-country Project Management Unit will manage day-to-day coordination and engagement with national stakeholders, while benefiting from the MCO’s technical, fiduciary, and administrative support. This arrangement ensures the project remains nationally grounded while leveraging regional capacity for efficient, accountable, and high-quality delivery in line with GCF and UNDP standards.
Duties and Responsibilities
The Project Analyst will lead the project management unit and oversee day-to-day implementation under the guidance of the Project Board (PB) for Antigua and Barbuda. The Project Analyst will be responsible for ensuring that project results are delivered in line with the approved project document, meeting agreed standards of quality, timeframes, and budget. Key duties include preparing annual work plans and budgets for Board approval, as well as quarterly and annual progress reports outlining achievements, challenges, and necessary adjustments. The Project Analyst will manage procurement and recruitment of national and international service providers and specialist expertise in consultation with the Board. Given that the project is implemented in partnership with the Government of Antigua and Barbuda and supported by UNDP, WMO, UNDRR, ITU, and IFRC, the Project Analyst will also play a central role in coordinating the efforts of all partners to ensure coherent and effective delivery. The Project Analyst function will end when the final project terminal evaluation report and other documentation required by the GCF and UNDP has been completed and submitted to UNDP (including operational closure of the project).

Institutional Arrangement
The Project Analyst will report to the Cluster Lead for Prevention, Resilience and Recovery at the UNDP MCO. The rest of the PMU will report to the Project Analyst. Quality Assurance is provided at three levels by: Global – Climate Change Adaptation (CCA) Principal Technical Advisor (PTA); Regional – CCA Regional Technical Advisor (RTA); and MCO – Environmental Focal Point and/or Monitoring and Evaluation Officer.
