Job Description:
Ensure leadership and programme planning is informed by technical standards and operational viability:
- Provide strategic leadership to ensure programmes are aligned with humanitarian principles, organizational standards, and the evolving conflict/protracted context.
- Lead programme design and planning processes, ensuring interventions are technically sound, evidence-based, and operationally feasible.
- Coordinate with technical specialists to integrate sectoral standards, cross-cutting themes, and protection mainstreaming into programme plans.
- Ensure programme priorities are informed by needs assessments, context analysis, and community feedback mechanisms.
Operational planning, implementation and monitoring ensuring effective coordination and timely delivery of project activities:
- Ensure effective coordination among programme, finance, logistics, procurement, security, and support functions to facilitate timely delivery.
- Coordinate with government authorities, UN agencies, clusters, local partners, and other stakeholders to enhance complementarity and avoid duplication.
- Ensure efficient allocation and utilization of human, financial, and material resources in line with approved work plans and budgets.
- Ensure adequate monitoring, reporting and acquittal/closeout of emergency response projects in accordance with the established protocols.
- Oversee programme implementation to ensure activities are delivered on time, within budget, and in accordance with approved plans.
- Establish and monitor key performance indicators to track progress, identify challenges, and support timely decision-making.
- Conduct regular field visits to verify programme quality, operational effectiveness, and accountability to affected populations.
- Ensure accountability mechanisms are in place for community and stakeholder feedback as per the protocols (fraud, corruption, etc).
External Engagement, Representation and Coordination
- Represent World Vision in relevant humanitarian, recovery and development coordination mechanisms at provincial and district levels in Cabo Delgado.
- Ensure active participation and technical contributions to the Food Security & Livelihoods, Protection and other relevant clusters, technical working groups and coordination forums.
- Build and maintain effective working relationships with government institutions, including INGD, relevant ministries, provincial and district authorities, UN agencies, donors, NGOs, private sector actors and other key stakeholders.
- Position World Vision as a credible and valued partner by ensuring its visibility and active engagement in strategic coordination, stakeholder and donor meetings.
- Identify and leverage opportunities for collaboration, joint initiatives, advocacy and resource mobilization through engagement with external stakeholders.
Operations meet WV minimum quality standards and support improvement, reflection, learning and innovation
- Ensure programmes consistently meet World Vision's minimum quality standards, technical guidelines, and accountability commitments.
- Foster a culture of continuous learning through regular reflection sessions, after-action reviews, and lessons learned processes.
- Promote the use of monitoring, evaluation, accountability, and learning (MEAL) data to improve programme quality and effectiveness.
Education:
- Master's degree in Humanitarian Assistance, International Development, Project Management, Sociology or Social Sciences, Public Administration, or a related field. A Bachelor Honor’s Degree with significant relevant experience may be considered.
- Formal training in humanitarian response, emergency management, conflict-sensitive programming, or humanitarian coordination is an added advantage.
- Certification in Project Management or humanitarian standards (e.g. Sphere, Core Humanitarian Standard) is desirable.
- Working knowledge of humanitarian codes, standards, principles, and mainstreaming of leading cross-cutting themes including accountability to affected populations and conflict-sensitive programming.
Experience:
- Experience in program management and implementation of multi-sectoral emergency response projects including project planning, project design, project management and reporting to major donors.
- Minimum of 5 years of progressively responsible experience in humanitarian and development programming, including at least 3 years in a senior programme management role in Cabo Delgado.
- Demonstrated experience managing multi-sector humanitarian programmes in conflict-affected, fragile, or insecure environments.
- Experience working in a cross-cultural environment, war zones/fragile contexts and engaging with governmental institutions and multilateral agencies
- Proven experience managing donor-funded projects, including grants from institutional donors such as ECHO, USAID/BHA, FCDO, UN agencies, or similar in Cabo Delgado.
Skills/Abilities:
- Strong written and verbal communication skills in Portuguese and English and excellent analytical, problem-solving, and decision-making skills.
- Demonstrated success in resource mobilization, donor engagement, proposal development, and identifying funding opportunities.
- Strong representation and coordination skills, with experience engaging government authorities, UN agencies, humanitarian clusters, NGOs, faith-based organizations, and community leaders.
- Strong leadership and people management skills, with demonstrated ability to motivate, lead, and develop diverse teams operating in challenging environments.
- Sound understanding of safeguarding, child protection, gender equality, inclusion, and protection principles in humanitarian programming.
- Experience working in the CD context is a strong advantage and willingness and ability to travel often to remote and insecure locations, in accordance with organizational security protocols.
- A mature Christian, able to model WV Christian ethos as well as WV Mozambique’s leadership behaviors and guiding principles.
Work Environment
- Based in Pemba, Cabo Delgado with travel to the communities up to 60% of the time.
- Operates in a complex humanitarian and development context across Cabo Delgado, including areas affected by conflict and displacement.
- Collaborates closely with government authorities, community leaders, donors, UN agencies, and NGO partners.
- Works in a dynamic, fast-paced environment that demands strong leadership, adaptability, sound security awareness, and the ability to manage multiple priorities.
