Introduction

The International Labour Organization (ILO) is a UN specialized agency that has been bringing together governments, employers, and workers from 187 member states since 1919 to set labour standards, develop policies, and devise programmes promoting decent work for all and achieving social justice. In this context, the ILO-Korea Partnership Programme (I-KORP) supports regional development cooperation projects under the ILO Regional Office for Asia and the Pacific (ROAP). The projects under the I-KORP are aligned with the ILO’s strategy, including the Global Accelerator for Just Transitions led by the ILO. In addressing youth employment issues, the primary focus is on developing digital and green skills through training, promoting decent jobs for youth by strengthening employment services. The Programme covers the following thematic areas: Just Transition, Social Dialogue and Capacity Building for Strengthening Labour Disputes Prevention and Resolution Mechanisms, Youth Employment Promotion, Advancing Digital and Green Skills for Youth.

Within the policy and procedural requirements established by the ILO, the Technical Programme Officer will assist the Chief Technical Advisor (CTA), based in Bangkok, in matters related to the day-to-day management of all components of programme implementation in the Asia-Pacific region, providing technical support and assistance for the implementation of objectives, outputs, and activities. S/he will work closely with the programme team in the Asia-Pacific region, ILO constituents, programme partners, and ILO technical units at headquarters and the Decent Work Team (DWT) in Bangkok to support the execution of the programme and work plan. The incumbent will also provide support in training, tool development, and backstopping of project activities.

Reporting lines:

The position will be reporting to the CTA, ILO-Korea Partnership Programme, in the ILO Regional Office for Asia and the Pacific. Support on technical matters will also be provided by the ILO Regional Office for Asia and the Pacific, DWT in Bangkok and relevant departments and specialists in ILO headquarters.

Description of Duties

Under the supervision and guidance of the CTA:

1. Project Management & Internal Collaboration: Support monitoring, and evaluation of project activities in line with ILO policies and gender responsiveness. Collaborate closely with ILO Field Offices, HQ, DWT, and relevant projects to share technical inputs and best practices.
2. Stakeholder & Donor Engagement: Support partnerships with Korean partner institutions (handling planning, reporting, and visibility) while actively strengthening cooperation with governments, workers' and employers' organizations, UN agencies, and non-governmental organizations.
3. Event & Capacity Building Management: Plan, coordinate and manage programme events including regional conferences, capacity-building workshops, knowledge-sharing seminars and high-level dialogues, ensuring alignment with programme objectives and visibility requirement.
4. Reporting & Technical Backstopping: Provide administrative and technical backstopping, including the timely preparation of technical progress reports, extraction of lessons-learned, and implementation of mitigation measures.
5. General Duties & Missions: Undertake project-related missions and other duties as required to support project objectives.
6. Gender mainstreaming: Ensure gender mainstreaming considerations are taken into account in all work, projects and activities of the Programme.

Required qualifications

Education

A first-level university degree (Bachelor’s or equivalent) in economics, social policy, public finance or other relevant field.
Desirable: Advanced university degree (Master’s or equivalent) in the relevant fields with demonstrated focus on employment, skills development and social protection issues.

Experience

At least three years of relevant professional experience. Experience in the field of employment promotion and skills development. Familiarity with Just Transition, Social Protection, Skills Development and Social Dialogue, as well as experience in organising and managing multi-stakeholder events, workshops or conferences in an international development context is required.

Languages

Excellent knowledge and command of English.

Competencies

• Familiarity with ILO policies, technical programmes and procedures, including experience working with the United Nations and its Agencies, Ministries of Labour or affiliated Agencies, other Government Ministries, Departments and Agencies, would be a strong advantage.
• Strong knowledge of development issues, particularly in the region of Asia and the Pacific and the target countries (Cambodia, Thailand, Viet Nam, the Philippines, Mongolia), including related to gender and inclusion. Solid experience in donor relations, donor-related activities and projects.
• Strong project and event management skills, including ability to manage multiple concurrent activities under tight deadlines.
• Strong communication skills, complemented by active listening abilities, including experience liaising with donors, government partners and agencies.
• Ability to draft clearly and concisely and prepare project reports and studies.
• Ability to identify problems and make recommendations
• Demonstrated skills and ability to perform complex analyses on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects.
• Ability to work effectively in a team, leveraging strong interpersonal skills and empathy to build trust and collaboration.
• Ability to participate effectively in technical missions and to provide technical inputs as required.
• Ability to work on own initiative as well as a member of a team.
• Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

Conditions of employment

• Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
