BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP’s Programme in South Sudan aims to reach more than 5 million people each year with both emergency and recovery assistance. The L3 emergency operation provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress, and food for education to insecure people in more stable contexts. In all its programmes WFP seeks to employ the most efficient, effective, and appropriate transfer modalities, whether through in-kind food, Cash Based Transfers (CBT), or capacity development.
WFP is constantly looking for innovation solutions to address the root causes of food insecurity in South Sudan, and to respond to the challenges of delivering assistance efficiently and effectively in the country. WFP South Sudan has the aim of having a digital record of all the beneficiaries served, so that WFP can improve the efficiency and effectiveness of operations. WFP does this through the complete beneficiary registry of all the 7 million plus beneficiaries that WFP serves. Additionally, WFP aims to have digitally managed transfer to all these beneficiaries through a variety of transfer modalities and delivery mechanisms. We are seeking a Data Analyst to be based in the Country Office in Juba to help analyze beneficiary and transfer data with the aim of meaningfully improving the efficient of operations through improved data analysis.
The Data Analyst will be a person who can look at the landscape of data and provide KPIs and real time analysis that directly inputs into operational decisions. The understanding and utilization of the SCOPE system, cash-based transfer processes and how WFP carries out distributions is fundamental to this, as well as the ability to form partnerships with internal and external stakeholders.
ACCOUNTABILITIES/RESPONSIBILITIES:
DELIVERABLES AT THE END OF CONTRACT:
1. Up to date suite of analysis products useable and accessible to Country Office (CO) and Field offices (FO) staff that utilize the breadth of data available to provide meaning analysis on key assurance indicators including
a. Biographic de-duplication efforts across data sources
b. Anomaly analysis as beneficiary carries out transactions (both CBT & In-kind).
c. Reconciliation analysis.
2. Provide data availability following the correct data protection principles for WFP partners in South Sudan
3.Ensure up to aggregate data is accurate and available for all reporting units, partners, and FO in real time and useable within corporate reporting system.
4.Increased national capacity in data analysis and data literacy through skill development, documentation, and knowledge sharing activities.
5.Present regular proposals on improvements to systems and processed to ensure WFP South Sudan data analysis is utilizing the best/most up to data tools and processed.
6.Deliver projects based on programme requirements beyond SCOPE registry and CBT activities as requested by Unit head.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Engineering, Computer Science, Economics, Statistics, Data science, or other relevant field, or First University degree with additional years of related work experience and/or training/courses
Experience:
For holders of a master’s degree, a minimum of five years of relevant post graduate professional international experience is required. For holders of a bachelor’s degree, a minimum of seven years such experience is required. Relevant experience should include;
