BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations (UN) World Food Programme (WFP) has been working in Armenia since 1994 to improve food security and resilience. What began as an emergency operation, transitioned to resilience building and recovery programming to reduce humanitarian needs by supporting food security, nutrition and rural livelihoods. Starting form 2010, WFP Armenia has embarked on a comprehensive set of activities related to food systems, school meals, social protection and disaster risk reduction. The upcoming WFP Country Strategic plan 2026-2030 (CSP) focuses on institutionalization of key capacities, models, methodologies and tools by 2030. This means that WFP will gradually transition its interventions, knowledge, skills to the government, with major key milestones to be achieved under the government capacity strengthening outcomes. This transition will support national ownership of initiatives related to emergency preparedness and response, school-based programmes, shock-responsive social protection, and food systems transformation. To support effective programme and operational delivery through data management, information analysis, reporting, knowledge management, and strategic communications WFP Armenia is recruiting a dedicated Programme Policer Officer ( Operations Information Management and Communication).

Purpose of the Assignment

The Programme Policy Officer (OIM & Communication) will play a critical role in strengthening the analytical, strategic, and reporting functions of the country office, ensuring that WFP’s interventions are informed by robust evidence and aligned with both corporate standards and national priorities. The Programme Policy Officer will lead and coordinate all OIM & Communication activities, ensuring consistent, high-quality information supports evidence-based decision-making and donor. The position ensures that accurate, timely, and accessible operational information is available to support evidence-based decision-making, programme performance monitoring, donor reporting, and stakeholder engagement. The role serves as a critical link between operational teams, management, partners, and external audiences by strengthening information management systems, knowledge sharing, and communication efforts that enhance operational effectiveness, accountability, and impact.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall guidance of the Country Director and direct supervision of the Head of Programme, the Programme Policy Officer (OIM and Communications) will be responsible for the following duties:

• Support the HoP in programme design, implementation and oversight of programmes ensuring their effective delivery while maintaining strong focus on results and accountability.
• Provide project management support to defined projects ensuring a coordinated approach with field offices and compliance with WFP standards.
• Ensure alignment and consistency in data collection, reporting and information management processes across programmes and field offices, supporting evidence-based decision-making, accountability, and compliance with WFP standards.
• Contribute to the design and implementation of systems and tools that support effective operational information management, performance reporting, and inter‑agency information management
• Provide technical advice and oversight to ensure integration of OIM and programme policies into established systems, driving quality, consistency, and standardization across the Country Office.
• Oversee the collation, validation, and dissemination of operational, political, and humanitarian analysis to inform WFP’s responses and donor engagement.
• Lead the preparation of the Annual Country Report (ACR) and other corporate reporting exercises, including monthly country briefs, executive briefs, and reporting during emergencies (internal and external briefs, daily operational briefs, etc.), ensuring coherence and quality of performance information in collaboration with programme, M&E, logistics, and resource management functions.
• Collaborate with counterparts in UN agencies under the UNSDCF and with WFP units to ensure consistency in humanitarian information across UN systems such as UN INFO and other platforms.
• Enhance the capacity of WFP staff, partners, and government counterparts to manage operational information through training, simulations, and technical guidance.
• Support the Country Office in emergencies by coordinating Operational Task Forces (OTFs), ensuring accurate reporting and dissemination of decisions.
• Contribute to the development and assurance of defined quality standards in all OIM processes and products.
• Lead the planning, drafting, and dissemination of communications products, including press releases, human‑interest stories, social media content, and donor visibility materials, to highlight WFP Armenia’s work.
• Ensure alignment of communications with WFP’s global narrative, donor priorities, and Armenia’s national programme objectives.
• Oversee monitoring of media and external sources to inform communications strategies and ensure proactive engagement with stakeholders.
• Guarantee adherence to WFP branding and visibility guidelines in all communications outputs.
• Support staff in developing communications skills, including drafting, storytelling, and effective use of digital platforms

DELIVERABLES AT THE END OF THE CONTRACT:

• Strengthened country office information management systems, enabling timely, evidence-based decision-making and operational oversight.
• Enhanced operational reporting mechanisms, including the Annual Country Report, management reports, donor reports, and emergency information products.
• Increased interoperability and alignment of WFP information and reporting with UN coordination frameworks, UNSDCF commitments, and inter-agency information systems.
• Strengthened visibility and positioning of WFP Armenia among donors, partners, and stakeholders through strategic communications and effective dissemination of programme results and impact
• Improved organizational learning and knowledge sharing through accessible information systems, documentation of lessons learned, and dissemination of best practices.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in Political Science, Economics, Statistics, Public Health, Information Management or Journalism, Business Management, Social Sciences, or other relevant field.

Experience:

• At least seven years of professional experience in designing and implementing information management systems, analytical products and reporting frameworks, communications, knowledge management, programme implementation or related fields.
• Demonstrated ability to foster partnerships and work effectively with diverse teams.
• Strong familiarity with the UN humanitarian system; experience in emergency preparedness and response is desirable.

Knowledge & Skills:

• Excellent oral and written communication skills for diverse audiences.
• Strong analytical, planning, communication, and stakeholder engagement skills; knowledge of government structures and humanitarian coordination mechanisms.
• Proficiency in MS Office (Word, power point, excel), data visualization tools (e.g. PowerBI, Tableau)
• Experience with digital tools, emerging technologies, including the use of AI for data analysis, information management, and reporting.
• Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
• Ability to deliver high-quality work under pressure and tight deadlines
• High capacity for organization and cross-functional coordination, with a high degree of independence

Languages:

Fluency (level C) in English and Armenian languages. Additional Languages will be desirable.
