This National Climate Resilience Programme Policy Officer role supports the design, management, and delivery of climate resilience programming, such as Food Assistance for Assets, capacity building, and natural resource management interventions. Reporting to the Activity 7 Manager, the position focuses on project management and technical guidance, coordination, knowledge management, and capacity building to ensure effective and timely delivery of climate resilience programmes. The role will also support in partnership identification and development.

ABOUT CLIMATE RESILIENCE AT WFP

The most vulnerable and food insecure people live in fragile, resource-scarce, and degraded

environments, in areas that are prone to climate disasters and exposed to frequent shocks. WFP Tanzania's climate resilience programme is under its country strategic plan (CSP 2022-2028) and works with communities and local institutions to support integrated resilience building that enables them to mitigate and prevent environmental degradation and promote climate change adaptation. WFP offers opportunities to food-insecure individuals and households to participate in creating productive community assets and regenerative interventions while covering their immediate food and nutrition needs. Moreover, the programmes strengthen the capacity of households, institutions, and other stakeholders to adopt approaches that promote climate adaptation.

THE ROLE
The Programme Unit within the Tanzania Country Office (CO) is looking for a highly experienced technical candidate to support the climate resilience portfolio. Overall, this role will support existing landscape rehabilitation and natural resources management initiatives, coordinate climate-focused initiatives across the Country Office, provide programme management and technical support to the teams and partners, and support in fostering strategic partnerships. This position is based in Dar Es Salaam and reports to the Activity 7 Manager.

ACCOUNTABILITIES/RESPONSIBILITIES:

Working under the supervision of the Activity 7 Manager, the Climate Resilience National Officer will carry out the following tasks:

• Provide project monitoring and implementation support for integrated resilience activities, undertake field visits, review implementation of project activities to ensure progress towards objectives and identify opportunities of further collaboration.

• Design and develop proposals in the climate resilience portfolio under the guidance of the Activity Manager and WFP SO3 Manager.
• Provide technical expertise and guidance, including natural resources management, asset creation, regenerative agriculture, livelihood development, natural resource management, among other integrated activities.
• Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
• Support coordination of the climate resilience portfolio across the country office, cooperating partners, and development partners.
• Represent WFP in public fora and maintain relationships with the government, development partners, and other organizations involved in natural resource management.
• Ensure gender and nutrition perspectives are embedded in programming to empower women, men, and marginalized groups.
• Support the capacity building of WFP staff, partners and national government to integrate climate resilience concepts and approaches, targeting a variety of sectors (i.e. social protection, anticipatory action, school feeding, and agriculture market development)
• Produce internal and external operating procedures, knowledge products (e.g., briefs, case studies), and lessons learned, among others.
• Any other tasks as may be assigned.

QUALIFICATIONS AND EXPERIENCE

EDUCATION:

• Minimum of a bachelor’s degree in climate studies, agriculture, environmental studies, natural resource management, international development, or other related disciplines. A postgraduate degree would be considered an asset.

EXPERIENCE:

• Five or more years of progressively responsible professional experience working in climate mitigation and adaptation, natural resources management, agriculture, international development, or other related sectors.
• Field experience working on food security, natural resource management and sustainable development, rural livelihoods and poverty reduction, asset creation, or climate change mitigation and adaptation programmes.
• Experience implementing nutrition-sensitive, gender, youth, and inclusion programming is desirable.
• Demonstrated experience engaging and fostering relationships with national and local governments, organizations, and communities.
• Proven ability to design, plan and facilitate trainings and workshops for a diverse audience.
• Excellent interpersonal, networking, communication, and negotiation skills.
• Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and other standard software packages and systems.
• Previous work and knowledge of WFP's processes and procedures in the field of asset creation, landscape rehabilitation, and participatory development (i.e. Three-Pronged Approach), is considered an asset.
• General knowledge of UN system policies, rules, regulations, and procedures is considered a plus.

LANGUAGE: Fluency (level C) in English and Kiswahili
