The United Nations Environment Programme (UN Environment Programme) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s Regional Offices help to implement UN Environment’s global programmes in the regions by initiating, coordinating and catalysing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the United Nations Environment Programme (UNEP), Regional Office for Europe (ROE), at the Programme Office / Secretariat of the Carpathian Convention in Vienna. Under the supervision of the Head of the Vienna Programme Office / Secretariat of the Carpathian Convention, and within delegated authority, the Programme Management Officer will be responsible for supporting the implementation of UNEP’s programme portfolio in the Carpathian region and the Western Balkans, including a major GEF-funded project in Ukraine. The incumbent will be responsible for the following duties:

Responsibilities

• Participates in the development, implementation and evaluation of assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in environmental sciences, management or a related field is required. A relevant first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of five (5) years of professional working experience related to environmental issues, conservation and sustainable development, of which a minimum of three years at the international level is required. Experience in project design and development is required. Experience in developing work programs related to environmental protection is required. Experience in assisting countries with European Union approximation and implementation of the Green Agenda for the Western Balkans is desirable. Experience with the United Nations system or any similar international organization is desirable. Experience working in the Western Balkan subregion is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either Bosnian or Croatian or Serbian is desirable. Appointment against this position is for an initial period of one (1) year and may be subject to extension. External candidate selected for this position will be granted a fixed-term appointment limited ("FTA limited") in accordance with section 2.2 (b) of administrative instruction ST/AI/2013/1 on Administration of fixed-term appointments.
