Org. Setting and Reporting
This position is located in the Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Hub for East and Southern Africa, Addis Ababa, Ethiopia. The incumbent will report to the Programme Management Officer (workstream lead) under the overall guidance of the Regional Director or his/her delegated representative. The focus of this job is the implementation, monitoring, and evaluation of programmes and projects, operations, and other activities in an assigned functional area.
Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of programmes/projects.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports to ensure alignment with priorities and outcomes; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Provide operational and administrative coordination within the workstream, including verification of payment requests, travel arrangements, logistical planning and coordination with support units. • Support recruitment process, consultant onboarding, and workspace planning in coordination with relevant focal points. • Researches, analyzes and presents information gathered from diverse sources. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs on programme and projects, e.g. draft background papers, analysis. • Provides substantive support to consultative and other meetings, conferences, etc., to include supporting field teams in proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Participates in or lead field missions, including provision of operational support and guidance to external consultants, field teams, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent degree) in business administration, Project/Programme management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience in project planning and programme management, administration or related area is required . Experience in areas related to human rights and social work is desirable. Experience with results-based management is desirable.
