Org. Setting and Reporting
The mandate of the Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asia-Pacific region. The role of ESCAP as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis and with normative, technical and capacity-building assistance to respond to the development priorities and changing needs of countries in Asia and the Pacific. The Centre for Sustainable Agricultural Mechanization (CSAM), a regional institution of ESCAP, supports member States efforts towards sustainable agricultural mechanization for the attainment of the internationally agreed development goals, including the Sustainable Development Goals in Asia and the Pacific. CSAM's work promotes policy dialogue, information exchange and cooperation among all pertinent stakeholders, setting of testing standards and protocols, facilitation of regional agro-business and trade, and related capacity building in the region. This position is located in the Centre for Sustainable Agricultural Mechanization (CSAM). The incumbent reports to the Head of CSAM.
Responsibilities
Under the direct supervision of the Head of CSAM, the incumbent is required to perform the following functions: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; plans, manages, and/or leads specialized teams in providing substantive supports to Centre’s regional/subregional programmes and initiatives; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports in both English and Chinese; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, particularly those within the host country; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to strengthening partnerships and collaboration with relevant stakeholders such as the host country government ministries, universities and research institutions, civil society, other international organizations, and private sector industry associations with a view to mobilize additional resources and enhance the reach and impact of CSAM’s work. Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements, background information used for data analysis are documented. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, agricultural machinery, environmental science, engineering or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years (or seven years if graduated with a first-level university degree) of progressively responsible and professional experience in managing multilateral agricultural projects, or programmes, including administration functions in the United Nations Common System or similar international, multilateral, or intergovernmental organizations is required. At least two years of experience in the management of large-scale multilateral agricultural projects with international or regional cooperation initiatives is desirable. At least three years of experience in the United Nations Common System or international organizations in developing partnerships with donors and/or government agencies is desirable. Two years or more of experience in managing programmes and activities related to food security, poverty reduction, and agricultural mechanization is desirable. Two years or more of experience in using Enterprise Resource Planning (ERP) systems such as Umoja/SAP or PeopleSoft/Inspira, including recruitment module, ERP and applications used for programme support such as Integrated Planning, Management and Reporting (IPMR) and Umoja Analytics is desirable.
