Org. Setting and Reporting
The International Court of Justice is the principal judicial organ of the United Nations. It is composed of 15 judges, elected by the General Assembly and the Security Council. The Court has a twofold role: first, to settle, in accordance with international law, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations not serviced by the Secretariat. The Court has its own administration, the Registry, which provides judicial support to the Court and acts as a permanent administrative organ. The Registry is headed by a Registrar, elected by the Court. This temporary position is located in the Registry of the International Court of Justice and is expected to support the preparatory phase of the Case Management System initiative. The incumbent will report to the Registrar or a senior officer designated by the Registrar, and will work in close coordination with the Department of Legal Matters, the Information and Communication Technologies Division and other stakeholders across the Court. The post is established to lead and coordinate the business requirements clarification phase and to draft the documentation needed for the forthcoming request for proposals process for an integrated Case Management System.
Responsibilities
Within delegated authority, the Programme Management Officer (Case Management System) will be responsible for the following duties: Leads the business requirements clarification process for the Case Management System •Develops and implements the workplan, methodology and stakeholder engagement approach for the business analysis phase of the Case Management System initiative. •Conducts structured consultations, interviews and workshops with relevant departments, divisions and judicial stakeholders to map existing workflows, identify operational needs and document business requirements. •Analyses current judicial and administrative processes related to case intake, filing, registration, document circulation, records handling, internal collaboration, publication support and retrieval of case-related information. •Identifies process bottlenecks, risks, dependencies and opportunities for standardization, digitization and improved internal controls in the future system design. Oversees the drafting of procurement-ready requirements and tender documentation inputs •Prepares comprehensive business, functional and high-level technical requirements for an integrated Case Management System reflecting the Court's judicial workflows, security expectations, governance needs and reporting requirements. •Ensures that the requirements cover, at a minimum, electronic filing and registration, internal and external transmission of documents, centralized case file management, workflow automation, access control, audit trails, search and retrieval, reporting, dashboards and interoperability with existing systems. •Coordinates the preparation of judicial process maps, workflow diagrams, use cases, user stories, role profiles and permissions matrices to support the solicitation package. •Drafts and consolidates substantive inputs for the scope of work, statement of requirements, evaluation approach and other documentation required for the request for proposals process, in line with applicable United Nations procurement principles and internal procedures. Supports governance, coordination and quality assurance •Establishes and maintains effective coordination among stakeholders to ensure a coherent and institutionally validated set of requirements. •Advises on data governance, information classification, digital sovereignty, security, business continuity and records management considerations relevant to a future Case Management System. •Monitors progress against milestones, identifies implementation risks and issues, and proposes corrective actions or escalation where required. •Ensures that all documentation is complete, consistent, traceable and suitable for internal review, decision-making and market solicitation. Provides support during the procurement preparation phase •Provides technical and programme management input during the finalization of the request for proposals package and related market engagement activities, as required. •Supports the clarification of bidder questions related to the business context and operational requirements of the Court, as applicable. •May participate in the review and comparative assessment of proposals received, including by supporting the evaluation of functional compliance against the documented requirements. •Performs other related duties as assigned.

Education
An advanced university degree (Master's degree or equivalent) in business administration, public administration, information systems, computer science, information management, law, project management or a related field is required. A first-level university degree (Bachelor's degree or equivalent) in the specified fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Certification in PRINCE2 or equivalent project management methodologies is desirable. Knowledge and experience with Business Analysis and certification is desirable.
Work Experience
A minimum of seven years of progressively responsible experience in programme or project management, business analysis, information systems planning, digital transformation, or related fields is required. Experience with case management systems, document management systems, judicial workflow systems or enterprise content management solutions is required. Experience supporting the preparation of solicitation documents, requests for proposals or comparable procurement documentation is required. Experience in an international organization, public institution, court, tribunal or similarly complex governance environment is required. Experience facilitating stakeholder consultations and translating operational needs into structured deliverables for system selection is desirable. Knowledge of data governance frameworks, digital sovereignty considerations, and security requirements applicable to judicial institutions is desirable. Experience in drafting business, functional and technical requirements for complex information systems is required.
Languages
English and French are the official languages of the Court. UN Level III (Advanced) in French and UN Level I (Basic) in French are required.
