Key Responsibilities:
MAJOR RESPONIBILITIES
Strategy and Leadership :
- Lead the acquisition of diversified bilateral and multi-lateral funding for the office by writing and leading a design team in the development of concept papers and proposals in conjunction with the operations, finance and technical teams. Identify, market opportunities, monitor donor trends, and for growing grant funding from governments and multilaterals.
- Lead the revision and roll out of the National Office grants acquisition and management strategy/Business Plan that resources the WVB strategy and targets.
- Guide the national office in prioritizing and planning the capacities needed for resource development
- Provide day-to-day leadership and management to ensure timely and efficient support for prepositioning, proposal development and effective issue resolution in grant performance across National Office/Support Offices as needed.
- Support divisions and ministry specialists to align their Technical Approaches and Programmes in line with the WVIB strategy
- Ensure quality reporting and tracking of indicators and communication of the same to key publics to demonstrate impact of World Vision programming
Strategy Implementation, Quality Assurance and Reporting
- Lead successful development, elaboration and roll out of implementation strategies and operational guidelines in response to child well -being priorities;
- Lead the mainstreaming of child well-being targets into program and project designs.
- Supervise timely submission of a quality and comprehensive Child well-being annual report.
- Ensure the use of appropriate indicators to track the implementation and progress of National Office strategy.
- Direct and ensure quality, focus and feasibility in the DM&E processes in WVB including but not limited to development, design, implementation, monitoring and evaluation.
- Direct and ensure that program/project interventions are designed and developed in compliance with WV, Donor, SPHERE and other accepted norms and standards;
- Direct the provision and/or establishment of needed tools, methodological approaches, technical assistance, training / capacity building, DME support and accompanying business processes to ensure that programs achieve or surpass WV child wellbeing objectives.
- Ensure that APs/Grant Projects have appropriate designs, development approaches and processes in place that result in sustainable and impactful programs that meet WVI key performance indicators and acceptable audit results (operational).
Resource Acquisition
- Provide leadership for development and review of technically sound sectorial approaches and strategies, which respond to the needs of the most vulnerable children. Supervise the process of proposal design, development, submission, follow–up, negotiation and contracting in order to increase WVB’s Grant portfolio.
- Develop, in collaboration with Communications Unit, marketable capacity statement (fact sheets, flyers, lessons learnt documents, videos) for use in marketing WV Burundi to potential donors and partners.
- Enhance the project managers and their respective team’s capacity to write human interest and impact reports to raise the profile of World Vision Burundi for submission to potential donors.
- Create mechanisms and tools to gather intelligence, track and or identify funding opportunities for resource growth
- Map potential local and international NGO partners that WVIB can partner together with to pursue major grants.
- Conduct in-country donors mapping to understand donor landscape, priorities, geographic interest and funding opportunities
Emergency preparedness and response
- Lead in developing programmes that are adaptive and can respond to humanitarian crisis as and when necessary
- Ensure excellent coordination and cooperation with incoming technical Managers as well as surge teams during emergencies
- Lead on ensuring the appropriate level of technical input into any emergency response
Strengthen Strategic Partnerships and Networking
- Strengthen and maintain strategic partnerships and relationships with in-country donors, line government ministries/departments, and other in-country partners including humanitarian agencies in close coordination with the Operations Director. Represent WV along with Technical Programmes Managers to all donors, partner networks and technical groups meetings.
- Build influential relationships with potential consortia members and stakeholders for future cooperation. Actively participate in donor led working groups, conferences and meeting.
Introduce and manage supporting programming tools, processes and methodologies
- Ensure that national programme quality initiatives, sponsorship operations, and projects implemented adequately comply with technical and management standards
- Provide key leadership in the development adaptation, contextualization, socialization and application of tools of World Vision’s MEAL system, LEAP
- Ensure the use of up-to-date templates for LEAP in all programmes
- Lead the testing/application of tools and the discovery of more context appropriate processes and tools leading to contextualized application of WV’s development programming approaches (DPA)
Division Leadership
- Provide overall leadership and technical support to the Programme Development and Quality Assurance Team to ensure quality delivery through development of relevant guidelines and tools
- Coach, mentor and develop the capacity of the PDQA team to deliver on their goals.
- Review the divisional structure and mandates where necessary to align to the National Office needs.
- Develop, implement and review divisional plans and budget and make regular reports and updates to the Senior Leadership and National Director.
QUALIFICATIONS REQUIRED FOR THE ROLE
- Master’s degree in planning, development studies, social sciences or business administration or any related field.
- At least 10 years of experience in NGO and other humanitarian work as a Senior Leader with a minimum of 5 years’ experience in leading the development of programs/projects proposals and/or of leading programs quality assurance.
- Proven experience in diverse sector areas with excellent project design experience. Candidate should have a proven track record of submitting and winning proposals.
- Clear understanding of the working of the major WV partners (UNICEF, WFP, USAID, EU, AID, ADH, DEC, DFADT, DFID, etc.), their requirements and standards. Successful experience in donor engagement and fostering strong relationships with major program partners in a highly professional manner.
- Good computer skills, knowledge of statistical packages for analyzing socio-economic data, LEAP Tools, general DM&E framework. Good communication skills, negotiation skills and people relational skills.
- Experienced networker with strong skills in donor relations, negotiations and partnering with up-to date knowledge of the donor landscape and trends in “middle income countries”.
- Experience in working with partner organizations in humanitarian or development settings
- Strong spoken and written English and French.
- Able to handle multiple priorities, tasks, and stakeholder expectations.
- Excellent communication skills and strong inter-personal skills and proven team player.
- Able to work in a cross-cultural environment with a multi-national staff
- A results-oriented leader with the ability to handle a heavy workload, manage multiple organizational, donor and other stakeholder demand.
- Must have strong analytical skills and problem-solving abilities.
- Ability to provide spiritual leadership to the team.
- Must be a committed Christian, able to stand above denominational diversities. Excellent people management skills and ability to coordinate across functions within the organization.
- Knowledge of monitoring and evaluation systems and experience in quality assurance, monitoring and evaluation at a managerial/leadership level.
