Mission

Geneva Call is a neutral and impartial non-governmental organisation dedicated to promoting respect by Armed Groups, De Facto Authorities (AGDAs) and Provisional Governments for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.

Role

The Programme Coordinator (PC), under the supervision of the Head of Programme (HOP), oversees the technical and operational delivery of multiple projects, ensuring timely, high-quality implementation and achievement of key deliverables. The PC leads projects that contribute to a multiyear programme in Ukraine aiming in the short term to build International Humanitarian Law knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access.

The PC supervises programme coordinators and Officers, supports nationwide engagement, and contributes to fostering dialogue with armed actors and communities. They ensure projects meet objectives within scope, budget, and timelines, while maintaining strong documentation, reporting, and compliance with internal procedures and donor requirements.

The PC also supports financial management, including budgeting and budget tracking, and contributes to programme design and planning. They ensure alignment between field implementation and the overall country strategy.

This role description will, from time to time, be subject to review and change, dependent upon the context, funding situation and operational needs.

Duties and responsabilities

Programme Implementation and Development

• Lead and oversee the implementation of multiple projects at field level, ensuring timely, high-quality delivery against objectives, work plans, donor requirements, and agreed targets, while providing operational leadership and regular progress reporting to the Head of Programme.
• Support project planning, design, monitoring, evaluation, and adaptive management, working closely with the Head of Programme and MEAL teams to ensure quality implementation, effective project cycle management, evidence-based decision-making, and the successful rollout of new activities.
• Monitor and analyse the operating context, including conflict dynamics, humanitarian needs, and risks, ensuring findings are integrated into programme design and implementation, and that field assessments inform humanitarian advocacy and compliance with humanitarian norms.
• Coordinate project performance and stakeholder engagement, leading regular project review meetings, identifying implementation challenges, recommending corrective actions, and developing partnerships with relevant stakeholders to strengthen programme delivery.
• Contribute to programme quality and donor accountability by supporting narrative reporting, ensuring effective monitoring systems are in place, and providing accurate, timely updates on project implementation, achievements, challenges, and overall programme progress.

External relations

In coordination with the Head of Programme,

• Lead on Engagement in Ukraine; Chair the Engagement Meeting and set engagement targets and methods; Ensure the development and the update of engagement guidelines (Engagement Strategy, Engagement Prioritization Criteria, etc.).
• Suggest partnerships with relevant stakeholders where required also identifying them, that can contribute to the success of GC mission – where required, lead on the partner activities.

Innovation

• Support implementation of communications strategy including campaigns, events, other initiatives.
• Plan and see through the production of innovative communications materials localised through consultations involving target audiences.
• Contribute to the digital tools work stream to develop new IHL innovative tools.
• Support the operationalization of new GC tools in field offices (e-Learning platform, Law of Armed Conflict App, etc.).

Financial Management

• Contribute to transparent and timely programme-related financial management following GC protocols.
• Work on developing programme budgets which further contributes to country budgets.
• Track programme spending plans/Forecasting and contribute to monthly BVAs for field offices with the country management team to ensure programme spending is on track.

Human Resource Management

• Support on recruitment process of the programme teams.
• Line-manage relevant field project staff and relevant coordinators.
• Provide guidance and constrictive feedback on regular basis to team members and manage the performance of relevant staff using GC Performance Management system.
• Develop annual objectives with the team, and conduct regular review of the progress made towards achieving them.
• Supervise and provide ongoing support, capacity development and mentoring to the project staff, to enable them to successfully perform in their positions.
• Expand IHL trainer roster with new IHL trainers and ensure their capacity building; in cooperation with MEAL and Legal and Policy Unit, organise capacity building for programme staff.

Requirements

Education (Essential)

• Completed degree of Higher Education in relevant field such as Political or Social Science, International Humanitarian Law or Human Rights or equivalent.

Experience (Essential)

• 10+ years of relevant work experience in Project Cycle Management: Project planning, monitoring, reporting and evaluation, financial management.
• Experience in managing projects, partnerships and teams.
• Experience in protection, disaster risk reduction or humanitarian experience.
• Experience in designing and implementing training programmes.
• Experience in software skills (MS Office, Excel, KOBO, social media, email).
• In-depth knowledge of the conflict context in Ukraine.
• Knowledge of relevant international, national and regional policy and legal frameworks.

Experience (Desirable)

• Understanding of International Humanitarian Law.
• Gender Responsive programming.

Additional information

• The incumbent must be willing and able to occasionally travel at short notice and spend part of her time on the field.
• Testing and interviewing will be used as a form of screening.
