WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets. WFP supports resilience-building activities, and its school meals programme improves nutrition and school attendance. Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Duration: Three (3) Months (Renewable based on availability of funds, business needs and performance).

Job Purpose:
To provide a range of specialized support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.

In addition, the incumbent will ensure activities related to WFP’s emergency programme and related work in support of the forthcoming larger expansion of the community kitchens are undertaken and coordinated with relevant units within the Lebanon Country Office and Beirut Field Office. They will also contribute to the design, expansion, and optimization of meal assistance interventions by identifying appropriate delivery modalities, strengthening community kitchen operations, assessing shelter cooking capacities, exploring new operational opportunities, and promoting community participation through IDP shelter committees.

Key Responsibilities (not all-inclusive, nor exhaustive):

Within delegated authority and under the direct supervision of the Head of Field Office, the Programme Policy Officer will be responsible for the following duties:

1. Review budget plans, monitor and analyse project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimisation of resources.

2. Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.

3. Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximise operational effectiveness.

4. Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilisation.

5. Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.

6. Review, compile and analyse data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.

7. Maintain communication with a number of stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimise use of funds.

8. Provide guidance to other support staff and contribute to their learning and development in budget planning, fund management and operational planning, to facilitate continued development and consistency in services delivered.

9. Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. University degree in International Affairs, Nutrition/Health, Agriculture, Social Sciences or other related field is a plus.

Experience: At least six (6) years of progressively responsible experience in programme coordination, operational support, or project implementation in humanitarian or development settings, including at least two (2) years of experience in emergency relief assistance programme implementation, coordination, and monitoring.

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.

Required Experiences for entry into the role:

• Experience in supporting and/or implementing projects related to community or commercial kitchens, food assistance interventions, or food security programmes.. Experience in partnership engagement and/or project financial monitoring, budget review, and resource planning
• Ability to facilitate discussions and coordinate tasks with multiple technical and non-technical teams.
• Experience in data analysis.
• Strong analytical and problem-solving skills.
• Proficient computer skills (e.g. Microsoft Suite products, including Excel and PowerPoint, etc.)
• Excellent time management skills and ability to work with limited supervision in a fast-paced environment.

Desired Skills and Knowledge

• Ability to prepare briefs to raise resources for operations and collaborate for timely registration, maintenance and update of contributions and forecasts.
• Experience in implementing technical programs.
• Knowledge of project management principles and practices.
• Experience in developing effective partnerships, identifying opportunities to scale up existing activities, and exploring new areas of collaboration.
