Organizational Context and Purpose for the job

UNICEF serves as Grant Agent for Ethiopia’s Global Partnership for Education (GPE) System Transformation of Education Programme (STEP) for Girls and Learning , implemented from July 2024 to June 2028. STEP aims to strengthen inclusive and equitable education systems, accelerate girls’ education, and improve learning outcomes for all children in Ethiopia through three results: empowered teachers and school leaders; increased equitable access to quality middle and secondary education; and strengthened system capacity to address barriers to access, equity, teaching and learning. To support effective planning, implementation, monitoring and reporting, a qualified Programme Associate is required in the STEP Programme Management Team. Under the supervision of the GPE Programme Manager (P4), the incumbent will support timely programme delivery and results-based reporting.

Job organizational context:

The Programme Associate (G‑6) is embedded within the Education Programme Section, reporting to a Education Manager, P4. This role bridges operational delivery by liaising regularly with multiple units Programme, Operations, Finance, Supply and with external partners (government ministries, NGOs, donors). Depending on the programme priorities, the Incumbent may support sector‑specific teams (e.g., Health, Education, WASH) or cross‑cutting portfolios (e.g., humanitarian action, M&E, emergency preparedness).

Purpose for the job:

Under the supervision and guidance of the Education Manager (P4), the Programme Associate provides specialized programme and administrative support to facilitate the development, implementation and monitoring of UNICEF's programmes, and will specifically support amongst other duties assigned the STEP programme. The role involves substantial engagement in data analysis, budget tracking, reporting, supply management and coordination with internal and external stakeholders to ensure effective delivery and compliance with organizational rules. Incumbent exercises judgment, anticipates needs, and recommends actions that contribute to programme planning, implementation and reporting results.

Minimum Requirements:

• Education: Completion of Secondary Education is required. Professional and/or university courses in finance and accounting and any other related fields are highly desirable.
• Work Experience: At least 6 years of relevant work experience in Administration, financial accounting, grant financial management, financial reporting and analysis, clerical work and any other related fields is required.
• Skills: Strong computer skills and experience and high competency in MS-Excel is required.
• Language Requirements: Fluency in English is required.

Desirables

• Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset
• Previous experience with STEP and/or GPE project experience, and UNICEF financial and other systems such as SAP is considered an asset.
• Relevant experience in a UN agency or organization is considered an asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
