In the Philippines, WFP’s efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.

The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:

• By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
• By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
• The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the world’s most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.

While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

BACKGROUND AND PURPOSE OF ASSIGNMENT:

WFP continues to support the Government of the Philippines in strengthening emergency preparedness and response capacities, including the operationalization of Republic Act No. 12287, also known as the Declaration of State of Imminent Disaster Act. To achieve this, WFP implements targeted initiatives in partnership with or directly supporting relevant national government agencies and local government units (LGUs).

The Programme Associates (EPR) will support the design and delivery of activities, contributing to collective efforts on strengthening the disaster risk reduction and management (DRRM) capacities of provincial governments and municipalities. These include supporting initiatives related to preparedness, anticipatory action, and response in the context of social protection and food systems, humanitarian supply chain, and telecommunications.

The positions are based in either Virac, Catanduanes or Basco, Batanes, and will work closely with provincial and municipal stakeholders within their respective areas of responsibility. The Programme Associates will report directly to the EPR Officer and receive overall guidance from the Head of the EPR Unit.

The incumbents are expected to demonstrate a high degree of responsibility, initiative, and independence in responding to a range of operational and programme-related queries. The roles require the ability to exercise sound judgment in managing day-to-day operational matters, while ensuring effective coordination and appropriate use of resources. The Programme Associates are also expected to contribute to the efficient management of programme resources in line with WFP policies and procedures.

KEY RESPONSIBILITIES (NOT ALL INCLUSIVE, NOR EXHAUSTIVE):

• Provide technical support in the design, implementation and monitoring of DRRM activities within the assigned area of work, ensuring alignment with WFP policies, standards, and guidelines.
• Together with LGUs, co-design and co-implement capacity strengthening initiatives on preparedness, anticipatory action, social protection, humanitarian supply chain and emergency telecommunications readiness.
• Provide specialized project management support to WFP programmes and activities in the area, ensuring timely delivery against established targets and compliance with WFP rules, procedures, and accountability requirements.
• Prepare and contribute to reports and data products, resource utilization, programme status and performance, identifying trends, gaps, and risks, and ensuring outputs meet corporate reporting, quality, and documentation standards.
• Collaborate across WFP’s specialized teams, and coordinate design, implementation, and monitoring activities on-site.
• Coordinate and communicate with external partners, such as LGUs, regional line agencies, NGOs, communities, and other stakeholders.
• Support emergency response operations as required, including participation in rapid needs assessments; coordination with local government units (LGUs); support to the Country Office in geographic targeting and beneficiary selection; identification and liaison with potential cooperating partners; and oversight support for beneficiary registration and distribution of assistance.
• Perform any other duties as required.

Functional Capabilities:

• Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
• Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
• Broad Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to emergency preparedness and response.
• Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of emergency programmes.
• Strategic Policy Engagement with Government: Understands and applies basic principles of engagement with government counterparts at the national or local level.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

• Completion of secondary school education is required.
• A university degree in Disaster Risk Reduction and Management, Crisis Management, Humanitarian Studies, Development Studies, Supply Chain and Logistics, or other relevant fields in the Social Sciences is an advantage.
• Post-graduate studies in a relevant field are also considered an asset.

Experience:

• At least six (6) years of cumulative professional experience in DRRM, particularly in implementing capacity-strengthening initiatives for Local Government Units (LGUs), local organizations, and communities, with demonstrated competencies in stakeholder engagement and localization.
• Broad knowledge and understanding of anticipatory action principles and approaches.
• Experience in humanitarian supply chain and logistics is an advantage.
• Proven project management skills, with a track record of successfully delivering projects on time, within budget, and in collaboration with diverse stakeholders.
• Experience working or volunteering in emergency or humanitarian response settings, demonstrating operational readiness, adaptability, teamwork, and the ability to solve problems effectively under pressure.

Language: Ability to communicate (written and oral) fluently in English. Ideally proficient in the local language of the region.

COMPENSATION PACKAGE OVERVIEW:

• Monthly salary starting from approximately PHP 69,000.00++
