The United Nations World Food Programme (WFP) in Timor-Leste is implementing a Country Strategic Plan (CSP) 2026-2030 aimed at supporting the Government of Timor-Leste in achieving sustainable improvements in food security and nutrition by 2030. The CSP aligns with the Sustainable Development Goals (SDGs), particularly Zero Hunger (SDG 2) and Partnerships for the Goals (SDG 17) and is anchored in national development priorities, including the Strategic Development Plan (2011-2030) and other sectoral strategies.
As the country faces persistent challenges related to climate vulnerability, food insecurity, and limited institutional capacity, there is a strong emphasis on evidence-based programming, strategic partnerships, and high-quality reporting to inform resource mobilization efforts, create an evidence-base for policy dialogue, and enhance programme effectiveness.
Within this context, the Programme Policy Officer (Evidence and Reporting) will play a critical role in strengthening the analytical, strategic, and reporting functions of the country office – ensuring that WFP’s interventions are informed by robust evidence and aligned with both corporate standards and national priorities.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Country Director and embedded within the Communications unit, the incumbent will lead four core areas of work:
1) proposal drafting
2) corporate and donor reporting
3) Strategic analysis and quality assurance, and
4) Coordination of WFP’s technical contributions within the UN Country Team in Timor-Leste.
Key responsibilities:
1. Coordinate the development of high-quality funding proposals, concept notes, project documents, and programme strategies, including the formulation of theories of change, results frameworks, logical frameworks, implementation approaches, and monitoring systems to contribute to resource mobilization and programme expansion.
2. Draft and coordinate inputs for WFP’s corporate reporting products, including the Annual Country Report (ACR), Annual Performance Plan (APP), Country and Executive briefs as well as strategic briefing materials for senior management, ensuring compliance with corporate standards and donor requirements.
3. Provide technical advisory support and strategy inputs to senior management through the synthesis and analysis of programme, operational, policy, and contextual information, translating evidence into actionable insights to inform decision-making, advocacy, and external engagement.
4. Support the quality assurance of analytical and knowledge products produced by the country office, including assessments, evaluations, monitoring reports, research studies, and policy analyses, ensuring technical rigor, coherence, and strategic relevance.
5. Identify emerging opportunities and trends for policy engagement through stakeholder consultations, partnership development, and evidence-based analysis, positioning WFP as a key contributor to national policy discussions.
6. Represent WFP in UN inter-agency technical working groups, demonstrating willingness for technical leadership in joint analytical processes such as Common Country Assessments (CCA), UNSDCF development, Results Groups, and other collaborative initiatives that advance national development priorities, and provide WFP-specific input to UN inter-agency documents.
7. Contribute to organizational learning and thought leadership through the development of policy briefs, strategic analyses, knowledge products, and lessons learned that strengthen WFP’s visibility, credibility, and influence among government and development partners.
8. Conduct research and desk reviews on food security, nutrition, and resilience-related issues, while staying abreast of global evidence, innovations, and policy developments, particularly in relation to climate change and its impacts on food systems.
9. Any other duties as assigned by the supervisor.
