Key Responsibilities:
Position Title: Program Quality, Impact and Evidence Senior Manager
Contract type: Full time, open-ended
Report to: National Director
As a member of the Senior Leadership Team (SLT), the Senior Manager – Program Quality, Impact and Evidence provides strategic leadership to ensure World Vision Mongolia delivers high-quality, evidence-based, accountable and impactful programming that contributes to sustainable improvements in child well-being and achievement of the National Strategy.
The role serves as the organizational lead for programme quality, impact measurement, evidence generation, learning, research, design, monitoring, evaluation, accountability and adaptive management. The position enables the National Director and SLT to make evidence-informed decisions through robust performance analysis, strategic insight generation, and continuous learning.
The role ensures alignment with World Vision's evolving Partnership priorities, including Results for Children, Future Ready Sponsorship, Integrated Programming Framework (IPF), impact measurement, resource acquisition, and evidence-based influence. The role champions data innovation, knowledge management, and organizational learning to maximize programme effectiveness, stewardship, sustainability, and external credibility, shifting the focus beyond managing systems to driving organizational impact, strategic decision-making, and influence for lasting outcomes in the lives of vulnerable children and communities.
Program Quality, Impact and Evidence Leadership (25%)
· Lead organizational measurement of Results for Children and ensure evidence is used to improve outcomes for vulnerable children.
· Lead AIM, AIM+, evaluations, impact studies and evidence synthesis to assess programme effectiveness and inform strategic decisions.
· Provide performance insights and recommendations to SLT through regular analysis of programme trends, risks and opportunities.
· Lead implementation of adaptive management approaches by ensuring learning is translated into programming improvements.
· Oversee integration of Future Ready Sponsorship and IPF quality standards into programme planning, implementation and review.
· Ensure evidence generated through programmes contributes to organizational influence, advocacy and resource development.
Grant Quality and Resource Acquisition Support (20%)
· Lead evidence generation, assessments and learning products that strengthen competitiveness for donor funding.
· Provide strategic technical leadership in proposal design, theory of change development, logframes, measurement frameworks and evidence-based programming.
· Ensure high-quality outcome evidence is available to demonstrate grant effectiveness and strengthen donor confidence.
· Partner with Resource Development teams to identify evidence gaps and generate data that supports funding opportunities.
Build Organizational Capacity for Programme Quality, DMEAL and Adaptive Management (15%)
· Strengthen the capacity of ADP Managers, Project Managers, technical specialists, and programme teams in programme quality, programme design, theory of change development, monitoring, evaluation, accountability, learning, and adaptive management.
· Build staff capability to collect, analyse, interpret, and utilize evidence for continuous programme improvement and enhanced child well-being outcomes.
· Foster a culture of accountability, learning, innovation, and evidence-informed decision making across the organization.
· Ensure learning from evaluations, reviews, impact studies, and community feedback is systematically integrated into programme planning and implementation.
· Strengthen the technical and leadership capabilities of DMEAL staff through coaching, mentoring, talent development, succession planning, and quality assurance.
· Build organizational competencies in impact measurement, evaluation design, research methodologies, accountability systems, data analytics, and knowledge management.
· Ensure high standards of data quality, ethical data management, safeguarding of information, and evidence credibility across all programming.
· Promote professional development and adoption of emerging best practices in programme quality, impact measurement, and evidence generation.
Data Analytics and Digital Transformation (10%)
Internal and External Liaison (15%)
· Position World Vision Mongolia as a credible thought leader through evidence generation, impact communication and strategic learning.
· Represent World Vision in national technical forums, research initiatives and evidence-based policy discussions.
· Use programme evidence to influence policy dialogue, sector learning and child well-being agendas.
· Serve as the strategic liaison and primary point of contact for both internal and external stakeholders, ensuring seamless communication and collaboration across the programming and other functions.
· Cultivate and sustain effective working relationships with Support Offices and Regional Office to facilitate alignment and operational requirement.
· Maintain strategic and effective partnership with key communities including INGOs for improving the well-being of children especially the most vulnerable.
· Build a relationship with Government and Civil society organizations at the strategic level to be more platform organization and to achieve advocacy messaging and objectives.
Strategic Leadership and Organizational Performance (10%)
· Serve as principal advisor to the National Director and SLT on programme performance, impact and evidence.
· Lead annual strategic reflection processes and provide evidence-based recommendations for course correction.
· Identify emerging risks, trends and opportunities affecting programme effectiveness and child well-being outcomes.
· Champion a culture of learning, accountability, innovation and continuous improvement across the organization.
· Promote staff well-being and psychological safety by recognizing and addressing emotional and spiritual needs, in collaboration with the People & Culture senior lead, to ensure a supportive and nurturing work environment.
· Identify and address capacity gaps in programming and relevant technical areas within the team and across the National Office, and lead efficient team planning to maximize talent and impact.
· Participate in national and regional capacity-building initiatives to strengthen leadership and technical capabilities.
Other responsibilities (5%)
· Actively participate in relevant capacity-building initiatives (online or in-person) and spiritual development activities such as devotions and chapels.
· Perform other duties as assigned by the National Director to support the overall mission and effectiveness of World Vision Mongolia
