Program Officer (Green Technology Deployment, Partnerships & Impact)

1. Organizational Context

a. Organizational Setting

The post is located in the Climate Change and Food Security Unit within the Office of the Assistant Director General, Global Challenges and Partnerships Sector (GCPS). The Unit engages substantively with other UN and intergovernmental organizations, the private sector, and civil society to lead and inform policy deliberations, demonstrating the benefits of innovation, technology and intellectual property in addressing global challenges such as climate change.
WIPO GREEN, established in 2013, is a global marketplace platform that connects providers of green technologies with those seeking solutions, facilitating technology deployment and diffusion through its database of over 140,000 entries, acceleration projects, a network of over 160 partners, green technology coalitions, and finance partnerships.

b. Purpose Statement

Under the supervision of the Head, Climate Change and Food Security, and as part of the WIPO GREEN initiative, the incumbent drives the implementation and scaling of acceleration projects that translate technology matches into concrete deployment outcomes, investment opportunities, and measurable socio-economic impact. The role focuses on strategic partnerships and financing, in line with WIPO’s mandate to leverage intellectual property and innovation ecosystems to address climate change and food security challenges.

c. Reporting Lines

The incumbent reports to the Head, Climate Change and Food Security.

d. Work Relations

The incumbent works closely with colleagues across WIPO GREEN (including acceleration projects, database and partner network teams), within the Climate Change and Food Security Unit, and across the Global Challenges and Partnerships Sector.
Positioned as a catalyst, the incumbent forges collaboration across WIPO sectors - most especially with regional divisions - and cultivates strategic partnerships with a diverse ecosystem of external stakeholders, including national intellectual property offices, government ministries, private sector actors, scaling partners, financial institutions, academia, and non-governmental organizations to accelerate the identification, matching, and deployment of technologies and enable coherent, demand-driven, and results-oriented implementation of technology and innovation initiatives.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Project Development and Partnership Management
Design, coordinate with implementing partners, and support the scaling up of WIPO GREEN Acceleration Projects - including planning, resource management, risk mitigation, and stakeholder engagement - with a focus on technology deployment, investment readiness, and measurable outcomes. Establish and manage project-related partnerships with governments, private sector entities, scaling partners, financial institutions and international organizations to support project implementation and scale-up.
Manage and monitor the performance of external consultants, suppliers, and implementing partners, ensuring compliance with organizational standards and achievement of agreed deliverables.

b. Portfolio Performance and Impact Management
Monitor and assess the performance of the Acceleration Project portfolio, ensuring alignment with strategic objectives, and tracking effective implementation and results at project level.
Define and track key performance indicators (KPIs), including technology deployment, financing mobilization, and socio-economic impact.
Contribute to portfolio-level analysis and reporting, generating evidence-based insights to inform decision-making and improve program effectiveness.

c. WIPO GREEN Ecosystem Integration and Scaling Support
Support the integration of WIPO GREEN assets, including the database, partner network, and finance initiatives - into project delivery, facilitating linkages between technology providers, users, and financing partners to accelerate deployment and scaling.
Contribute to the development of scalable programmatic approaches, including regional Green Technology Coalitions.

d. Knowledge Management and Communications
Produce analytical inputs, case studies, and knowledge products demonstrating the role of intellectual property and innovation in addressing climate and food security challenges.
Contribute to ecosystem mapping, technology scouting and matchmaking activities to identify and advance deployment opportunities.
Produce high-quality communications content, including social media posts, to increase the visibility of WIPO GREEN's activities, partnerships, and impact.

e. Perform other related duties as required.

3. Requirements

Education (Essential)

First-level university degree in environmental or biological sciences, climate change, natural resource management, agricultural or food systems, development studies, international relations, or a related field.

Education (Desirable)

Advanced university degree in a relevant field.
Certification in Project Management.

Experience (Essential)

At least six years of relevant professional experience in fields related to global environmental issues such as climate change, food security, green technologies, technology deployment, or innovation ecosystems, with experience in developing country contexts.
Demonstrated experience managing international or multi-stakeholder projects, including partnerships, funding, and project implementation.

Experience (Desirable)

Experience working with financial institutions, investment initiatives, or environmental finance.
Experience in international or multilateral organizations.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Good knowledge of another UN official language, especially Chinese or French.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the July 2026 rate of 84.7%

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
