Job Description:

Purpose of the Position

To provide strategic leadership, coordination and oversight for design, monitoring, evaluation, and knowledge management systems, ensuring high-quality evidence generation, organizational learning, and adaptive programming. The role is responsible for strengthening monitoring systems, evaluation processes, accountability mechanisms, data quality, evidence generation, and adaptive programming to ensure that programmes contribute to measurable and sustainable improvements in child well-being and National Office strategy outcomes. Primarily responsible for providing technical support and coordination for the PME functions and responsibilities regarding planning, monitoring and evaluation across World Vision Sierra Leone. This includes the Integrated Area Programmes and Future Ready Sponsorship, private projects and special grants so that WVSL meets the required objectives of WVI in terms of programming design, planning implementation and evaluations.

MAJOR RESPONSIBILITIES

Strategic Programme Design, Planning and Quality Assurance

• Provide strategic leadership in integrating Design Monitoring and Evaluation (DME) standards into Country Strategy, Technical Programmes, Area Programmes, grants, and sponsorship-funded initiatives.
• Lead technical reviews of programme designs, theories of change, log frames, indicators, Detail Implementation Plans and Indicator Tracking Tables.
• Ensure programmes align with Integrated Program Framework; Future Ready Sponsorship Technical Design standards, and National Office priorities.
• Guide annual planning and budgeting processes to ensure evidence-based programming.
• Ensure cross-cutting themes such as safeguarding, gender equality, disability inclusion, resilience, and advocacy are integrated into programme design.

Monitoring Systems Strengthening and Performance Measurement

• Lead development, implementation, assessment and review of organizational monitoring systems.
• Oversee outcome monitoring methodologies including LQAS, STAR, sponsorship monitoring, and grant performance monitoring.
• Ensure availability of standardized monitoring tools and methodologies.
• Provide oversight for digital monitoring systems including Horizon, iMPAQ CommCare, mWater, CMAM, SAVIX and related platforms.
• Ensure consistent tracking of National Office strategic indicators and programme KPIs.

Evaluation, Research and Evidence Generation

• Lead planning and implementation of AIM+ & AIM (baselines, evaluations) and operational research.
• Review and approve ToRs, methodologies, and data collection approaches.
• Manage recruitment and oversight of external consultants.
• Ensure quality review and approval of reports.
• Promote utilization of evaluation tools, templates and findings to improve programming and influence decision-making.

Data Quality Management and Information Systems

• Lead implementation of Data Quality Assurance (DQA) systems.
• Establish data verification and validation mechanisms.
• Ensure compliance with data collection, management, storage and reporting standards.
• Provide oversight of programme databases and information management systems.
• Ensure integrity, reliability and accuracy of programme data.

Reporting, Analysis and Evidence Utilization

• Lead data analysis and interpretation processes.
• Oversee production of monthly, quarterly, semi-annual and annual reports.
• Monitor progress towards National Office strategy targets.
• Provide evidence for advocacy, resource acquisition and donor engagement with relevant teams
• Coordinate development of the National Office Annual Report in collaboration with the Advocacy and Communication teams

Accountability, Community Feedback and Safeguarding

• Lead implementation of Programme Accountability Framework (PAF).
• Ensure community feedback systems are functional.
• Monitor closure of accountability issues and audit actions.
• Ensure safeguarding standards are embedded in all DME processes.
• Support management response tracking and organizational accountability.

Learning, Adaptive Programming and Improvement

• Lead learning and reflection forums.
• Promote adaptive management practices.
• Facilitate programme reviews and close-out processes.
• Ensure lessons learned are documented, disseminated and incorporated into future programming.

Capacity Development and Staff Leadership

• Build capacity of staff and partners on DME standards and systems.
• Supervise PME staff and support performance management.
• Promote continuous improvement and professional development.
• Lead rollout of WVI DMEL standards.

REQUIRED KNOWLEDGE, SKILL AND EXPERIENCE

• Master's Degree in Monitoring & Evaluation, Statistics, Development Studies, Social Sciences, Public Health, Economics, or related field.
• Minimum 7 years relevant experience in PME.
• Minimum 5 years in leadership or management and supervisory role.
• Experience managing donor-funded programmes.
• Experience in Project Cycle Management, report and proposal writing.
• Strong understanding of WVI DMEL standards preferred.

Work/Travel requirements

• Work environment: Office-based with frequent travel to the field
• Travel: 20% Domestic/international travel is required.
• On call: 10%
