Background
The UNDP Country Office (CO) in Angola, is implementing its Country Programme Document (CPD) 2024–2028 in support of the Government’s National Development Plan (PDN 2023–2027) and Agenda 2030. The programme adopts an integrated and collaborative approach to address complex, interrelated development challenges. Aligned with the UNDP Strategic Plan Signature objective of Prosperity for All, UNDP in Angola implements flagship programmes of (1) entrepreunership and support to MSMEs, (ii), innovation and digitalization, (iii) financial literacy and inclusion, and (iv) local economic development.
The Sustainable Development and Institution Capacity (SDIC) )Portfolio supports the Government in policy development and implementation oversight, capacity building, institutional strengthening and monitoring in programme activities. The Portfolio works to support the Country Office to act with both ambition and scale to address urgent problems facing the country and the achievement of UNDP strategic objectives to create a world where people have decent standards of living through promotion of sustainable economic growth and creation of decent jobs.
Under the under the overall guidance of the Resident Representative and Deputy Resident Representative and direct supervision of the Head of SDIC Unit, the Programme Analyst is responsible for providing analysis of the socio-economic developmental challenges within the SDIC portfolio within the thematic/sectoral areas assigned. The Programme Analyst leads formulation, management and evaluation of programme and project activities, and oversight of projects implementation within the SDIC portfolio.
The Program Analyst provides strategic and operational leadership for the timbuktoo thematic hub. In that capacity, ensures full alignment between the Country Office and Timbuktoo Tech Hub network priorities, standards, objectives, and performance expectations.
Beyond program implementation, the Program Analyst also develops and coordinates Development Services — structured interventions delivered to governments, private sector actors, and development partners through Development Services Agreements (DSAs) — positioning the hub as a catalytic platform for knowledge, advisory, and ecosystem transformation across Africa.
The Programme Analyst works in close coordination with the UNDP Country Office and timbuktoo Central Team,technical advisors/experts, external specialists, government officials and partners, donors, and civil society to ensure to the tech hub functions as a high-impact, efficient, and sustainable platform for innovation, entrepreneurship, and investment, and for the overall successful implementation of the UNDP programme.
Duties and Responsibilities
The Program Analysts is responsible for:
Substantively contribute to formulation and implementation of UNDP programme strategies and policies, especially related to the SDIC Portfolio
Ensure effective monitoring and analysis of the CO programme within the SDIC portfolio, focusing on quality control and assurance, and risk management from formulation to implementation of the country programme
Oversees the establishment and management of the timbuktoo Tech Hub in the country
Ensure creation of strategic partnerships and implementation of the resource mobilization strategy for the SDIC
Ensure provision of top-quality advisory services and facilitation of knowledge building and management
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

The Program Analyst will work under direct suprvison of the SDIC Portfolio Manager and overall guidance of the Deputy Resident Representative.
