Position Objective
The Procurement Officer ensures the effective implementation of procurement policies and processes in line with organizational principles and best practices. The role covers evaluation of tenders, negotiation of contracts, and monitoring of vendor performance to achieve value for money. The Officer also reviews the funding proposals, readiness proposals, and participates in the negotiation and drafting of various legal agreements (FAAs, AMAs, FWAs, Term Sheets) for procurement Compliance. Furthermore, procurement officer also analyzes data, identifies risks, and provides reports and guidance to contribute to the strategic sourcing, enhance institutional efficiency and compliance.

• Analyze procurement policies and processes in the organization and suggest updates, ensuring that these are aligned to general procurement principles and best practices.
• Collect, organize and analyze procurement data and knowledge sources to enable procurement analysis and application of procurement expertise in support of project development and delivery.
• Identify areas for enhancement related to procurement matters to ensure continuous system improvement and safeguarding of procurement principles.
• Provision of regular reports and procurement statistics and implementation of the approved corporate procurement plan.
• Actively participate, independently or/and to support the Procurement Specialist and/or Procurement Manager in meetings with internal and external clients to discuss procurement requirements, processes, planning, strategy, execution, contract implementation and other tasks.
• Ensure seamless procurement through collaboration with other members of the Procurement Unit proactively identifying potential bottlenecks and areas for improvement.
• Actively engage and interact with programming Departments, Accredited Entities, and other external stakeholders in order to provide analysis and professional input regarding Funding Proposals and Readiness Proposals from procurement perspective.
• Provide advice to internal and external stakeholders on procurement policies and processes, with the aim of optimizing procurement project lifecycles.
• Collaborate with clients and partners on procurement activities to facilitate assessment of needs and the provision of services that enable effective project management.
• Execute assigned procurement tasks in line with Organization’s rules and regulations.
• Lead and manage RFQs/RFPs of medium to high scale for procurement of services (including individua consultancy services) and goods throughout the entire Source to Pay process, including ToR review and clearance, development and issuing of RFQs/RFPs, evaluation of offers, contract award drafting, contract negotiation and recommendation for contract award.
• Perform Contract Administration of assigned contracts and act as liaison between GCF Departments and Contractors. Maintain contracts database up to date.
• Perform analytical work and deliver reports and substantive input on procurement matters which identify issues and risks and provide insight on how to optimize procurement processes and maximize procurement’s contribution to the strategic plan of the organization.
• Based on understanding of project and business cycles, identify and prioritize lessons learned and suggest process enhancements in the procurement project cycles.
• Work with Procurement Specialist in assessing procurement workflows and identifying opportunities for improvement.

Requirements (Education, experience, technical competencies required of the job)

• Master’s degree in business administration, Public Administration, Procurement or a legal discipline relevant to the job; or, Bachelors’ Degree in the above with 2 additional years of experience. CIPS diploma (level 4 or above) is desirable and would be a distinguished advantage.
• At least 5 years of relevant experience in procurement in an international setting is required;
• Experience with working in an ERP system.
• Good knowledge of office technology such as MS office package, and experience in working with databases is highly desirable;
• Excellent organizational and analytical skills, ability to multitask, with attention to detail and accuracy;
• Ability to work independently and under pressure; take initiative in judging priorities and organizing work accordingly;
• Strong teamwork, analytical and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both verbally and in writing; and
• Fluency in English is essential; knowledge of local language and/or another United Nations language is an advantage.
