What will you do in this position?

The newly established Ukraine Country Office implements a significant portion of its activities through Cash Based Transfer (CBT) interventions. This position will be responsible for managing contractual arrangements and coordinating with relevant stakeholders to ensure the smooth implementation of CBT activities from the procurement perspective. Additionally, the position will oversee the procurement of goods and services, supervise two or more national staff members, and provide technical advice and oversight to procurement field operations.
The position will deputise for the Head of the Procurement Unit and act as Officer in Charge (OIC) during the Head’s absence. It will also partner with key supply chain functions to ensure an integrated
approach to meeting food assistance needs, while promoting compliance, efficiency, and value for money.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.6 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.

WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.7 billion meals to people displaced and affected by the war.

How can you make a difference?

In this position, you will be responsible for:

1. Procurement Oversight: Provide oversight, guidance, and support for the procurement of goods and services related to CBT Cash Transfer Assistance Programs.

2. Strategic Planning: Contribute towards the development of procurement plans and sourcing strategies, ensuring compliance with WFP policies, standards, and regulations.

3. Tendering & Contracting: Lead or support procurement projects of moderate complexity (issue tenders, evaluate offers, negotiate/award contracts) to ensure successful procurement of food and non food commodities or services.

4. Data Analysis: Consolidate and analyse procurement data to inform sourcing strategies, identify trends, and recommend process improvements.

5. Compliance & Audit: Collate information and draft responses to audit recommendations, ensuring conformity with compliance rules and WFP standards.

6. Vendor Management: Identify, develop, and maintain strong relationships with suppliers, vendors, and Financial Service Providers (FSPs) to maximize value and performance. Coordinate quarterly contract performance evaluation meetings with contracted FSPs.

7. Quality Assurance: Manage and coordinate relationships with inspection and superintendent firms to ensure quality control, specification conformity, and monitoring of deliveries.

8. Collaboration: Work closely with cross functional counterparts and external partners to align procurement activities with wider programmes and promote an integrated supply chain approach.

9. Reporting: Coordinate and prepare accurate and timely reports of procurement activities to enable informed decision making and performance optimization.

10. Capacity Building: Build capacity of WFP staff and external partners to adopt a strategic and proactive approach to procurement, including delivering training sessions and developing training materials.

11. Supervision: Guide and supervise junior staff, acting as a point of referral and supporting them with complex analysis and queries.

12. Emergency Preparedness: Contribute to preparedness actions, provide technical recommendations, and act in an assigned emergency response capacity to meet food assistance needs.

To join us in saving lives, changing lives, you will have:

Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting, or other relevant field, or First University degree with additional relevant work experience and/or training/courses. CIPS certification is mandatory.

Experience: Minimum eight years of relevant professional experience in Procurement, including:

• Progressive experience in contracting Financial Service Providers, retailers, etc to support Cash based interventions
• Experience conducting cost analyses.
• Experience in coordinating CBT working group
• Experience of working in international and multi-cultural environment
• Experience with food commodity markets, freight markets, and related market intelligence.
• Experience with the new E-tendering platform (COUPA)
• Experience with budgeting, pipelines, and WFP corporate systems.

Knowledge & Skills:

• Strong knowledge of local and international procurement practice, including contracting of FSP & non- food procurement (goods & services); Knowledge of food procurement will be an asset.
• Ability to compile market surveys, feasibility studies or concept notes
• Capacity to integrate WFP procurement into local market capacity enhancement and programme innovations
• Proficiency in vendor management, tendering/contracting, commodity/service intelligence, systems/reporting, and ethics/compliance

Language: Fluency (level C) in English
