CRS began working in the Philippines in 1945, making it the longest-running continuous CRS country program in the world. Today, CRS Philippines implements programs in emergency response and recovery, disaster risk reduction, climate resilience, livelihoods, and peace and development. With more than 60 staff across Manila, Cotabato City, Tagbilaran City, Iloilo City, Virac, and Malaybalay City, CRS works closely with church and civil society partners, government agencies, and other organizations to serve vulnerable communities across the country.

In the Pacific, CRS operates a program office in the Federated States of Micronesia (FSM), supporting community-based disaster risk reduction, emergency response, and early recovery initiatives through staff based in Pohnpei, Chuuk, and Yap.
The Philippines and FSM now operate as one Business Management Unit (BMU) under CRS’ Europe, Middle East and Asia (EMEA) regional structure. As the BMU lead country, CRS Philippines provides shared services and management oversight across key functions, including MEAL, Finance, Human Resources, and Supply Chain Management.
Job Summary
CRS is seeking a proactive, values-driven Procurement Officer who combines strong execution, teamwork, and integrity to help deliver timely, cost-effective, and compliant support to programs across the Philippines and FSM.

In this role, you will coordinate procurement processes, work closely with program and operations teams, and ensure that goods and services are sourced with transparency, accountability, stewardship, and best value for money—while fully complying with CRS policies, donor requirements, and local regulations.

Responsibilities

Roles and Key Responsibilities:

• Coordinate procurement systems and operating procedures to ensure full compliance. Assess their effectiveness and efficiency, recommend improvements, and contribute to compliance with CRS procurement principles, standards, policies, donor regulations, and local statutory requirements.
• Coordinate with program and operations teams to develop and maintain up-to-date procurement plans, including quantity, quality, and delivery requirements for goods, services, and Cash and Voucher Assistance (CVA) activities. Provide pricing information to support budget preparation.
• Facilitate sourcing processes to ensure best value for money. Key activities include market assessments, price monitoring, supplier evaluation, transparent bidding and vendor selection processes, negotiation, quality assurance, and preparation of contracts and purchase orders.
• Coordinate with procurement staff, program teams, and operations units to track the delivery and receipt of goods and services and provide timely updates on procurement status.
• Verify that goods, services, and CVA-related assets received are consistent with procurement specifications, delivered in the correct quantities and quality, and received on schedule and within budget.
• Maintain regular communication with suppliers and voucher vendors to ensure compliance with contractual terms and conditions. Monitor supplier performance, identify issues or inefficiencies, and support contract and purchase order amendments when necessary.
• Ensure transparency and accountability by maintaining complete, accurate, and up-to-date procurement records, vendor files, and procurement databases. Prepare procurement reports and facilitate document retrieval for audits and reviews.

Qualifications

Basic Qualifications

• Bachelor's degree in management, Business Administration, Supply Chain Management, Logistics, or another relevant field.
• Minimum of three (3) years of professional experience in procurement, purchasing, logistics, or administration, preferably with an international NGO or development organization.
• Good knowledge of donor procurement regulations (e.g., USG, FCDO, UN).
• Knowledge of international and national procurement regulations and local market conditions.
• Knowledge of contract administration and demonstrated ability to manage procurement transactions and purchase orders against specifications.
• Familiarity with supply chain management processes is preferred.

Preferred Qualifications

• Experience supporting Cash and Voucher Assistance (CVA) programming.
• Experience conducting market assessments; relevant professional certifications are an advantage.
• Proficiency in Microsoft Office applications (Excel, Word, and PowerPoint).
• Adept in the use of Artificial Intelligence for workplace efficiency and productivity
• Experience with database management systems (e.g., MS Access) is highly desirable

Required Languages

Travel

Organization context

General Requirements

CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements. All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.

CRS prioritizes candidates who are citizens/ permanent residents of the countries where we have CRS offices.
