About the Norwegian Red Cross

Purpose of the Advertisement
This advertisement invites applications for training leading to potential admission to the Norwegian Red Cross Emergency Response (ER) roster.
It does not relate to a permanent or specific position within the Norwegian Red Cross.
NoRC maintains a roster of trained and experienced specialist delegates who can be deployed at short notice to international emergencies, including natural disasters, armed conflicts, health emergencies, and climate-related crises.
Most delegates are usually employed elsewhere and are expected to have approval from their employers to take unpaid leave during deployment. While on mission, delegates are contracted by the Norwegian Red Cross and receive salary, in addition to applicable allowances.
Typical deployment duration is a minimum of six to eight (6–8) weeks, with emergency operations often lasting four months or longer.

NoRC specializes in deploying Emergency Response Units (ERUs) that provide:
Prehospital Emergency Care
Mobile and Fixed Health emergency clinics

Emergency Hospitals

Public health services

Water, sanitation, and hygiene (WASH)

Health ERUs are deployed in coordination with the IFRC and/or ICRC to support national health systems where local capacity is damaged, overwhelmed, or inaccessible.
All deployments adhere to international standards, including the International Federation of the Red Cross Red Channel and WHO emergency medical teams, type 1 and type 2.

Working Conditions
Delegates must be prepared for demanding and unpredictable environments, which may include:

• Very basic living conditions, often in tents
• Long working hours under high pressure
• Limited resources and infrastructure
• Movement restrictions due to security conditions
• Rapidly changing contexts with limited information for decision-making

Duties and responsibilities

Key Responsibilities:
The FA & Prehospital Emergency Care Delegate is responsible for the technical support, coordination, and quality assurance of first aid and prehospital emergency care activities within Norwegian Red Cross emergency health operations, including the following:

• Technical oversight and support to FA/PHEC activities in field hospitals, clinics, mobile teams, and community‑based emergency responses.
• Support to the setup, implementation, and strengthening of FA/PHEC systems from point of injury through referral and definitive care, in coordination with National Societies, local authorities, and Movement partners.
• Ensuring quality, safety, and relevance of FA/PHEC service delivery in line with Movement standards, guidelines, and best practice.
• Supporting needs assessments, programme planning, implementation, monitoring, and reporting for FA/PHEC interventions.
• Contributing to emergency preparedness and response, including planning for mass‑casualty incidents and sudden‑onset emergencies.
• Supervising, coaching, and providing on‑the‑job training to local staff, volunteers, and partners, where appropriate.
• Supporting the contextualisation and use of FA/PHEC guidelines, training materials, and operational tools.
• Given the nature of ERU and emergency health operations, the intensity and type of activities may vary by rotation (set‑up, operational phase, scale‑down, and handover).
• Candidates may also be deployed as part of an ERU response working in the mobile or fixed clinics or hospital if required.
• Multi‑skilled delegates are essential in supporting roles in an emergency health operation.

Qualifications and Experience

Required

• University degree as a Paramedic or Advanced Emergency Medical Technician. (Nurses or Doctors with extensive prehospital and ambulance experience may also be considered.)
• Minimum three years’ experience in first aid and/or prehospital emergency care.
• Experience in training, supervision, or programme support within FA/PHEC. Strong computer literacy.
• Valid driving license (Category B – manual transmission).
• Certificate of good conduct (criminal record) from the country of residence.

Desirable

• Trainer qualifications (e.g. BLS, BTLS, ATLS, PHTLS, MIMMS, Emergo Train System, First Aid).
• Postgraduate training in emergency/disaster medicine, mass‑casualty management, public health, or EMS management.
• Project or programme management training.
• At least one year of international humanitarian or emergency health experience.

Language Requirements

English: C1 level or higher (written and spoken) – mandatory
French, Arabic, Spanish, or Russian: B2 level or higher – strong asset

Health Requirements

Candidates must be in good physical and mental health.
A pre‑deployment medical examination is mandatory.
Availability Requirement

• All prospective delegates must be available for at least one deployment per calendar year. Please be aware that the use of this capacity depends on operational needs in the field.
• During deployment, delegates may be seconded to the IFRC, ICRC, or other Red Cross and Red Crescent Movement partners to support emergency response operations in crisis settings, including epidemics, armed conflicts, and natural or climate‑related disasters.

Candidates are responsible for planning work commitments accordingly and must obtain any necessary approvals from their current employers prior to applying.
Eligibility Requirement
This position is only open to Norwegian nationals, or Candidates currently based in Norway.
Must hold a valid license to practice (authorized in Norway).
Must be eligible for deployment to international humanitarian operations.

Training and Roster Inclusion

To be included in the NoRC Emergency Response Roster, selected candidates must successfully complete the following:

2. Mandatory Online Training

24 hours of compulsory online training
3. International Mobilization and Preparation—IMPACT Training—Mandatory (1 week) Dates: 20-26 September 2026.
IMPACT is a vital platform for enhancing knowledge of the humanitarian landscape, exploring specific approaches and tools within the Red Cross and Red Crescent Movement, and deepening our understanding of the fundamental principles.
The course includes presentations, working group sessions, simulation exercises, and mandatory online learning, all aimed at simulating real-world humanitarian scenarios and fostering collaboration within the Movement.
Location: nearby Oslo, Norway.
4. Hospital Training – Mandatory (1 week) Dates: 11–17 October 2026
Scenario‑based simulation of an Emergency Hospital (WHO EMT Type 2)
Includes a pass/non‑pass evaluation conducted by experienced humanitarian professionals.
Location: Nairobi, Kenya
Participation is limited; candidates not allocated a place this year will be offered an alternative opportunity
5. Profile‑Specific Training
Additional training may be required depending on the profile.
Please note all training participation is unpaid. The Norwegian Red Cross will, however, cover all necessary training‑related expenses, including travel, accommodation, and meals.
Deployments and Roster Status
Once all required training and onboarding processes have been successfully completed, candidates become eligible for deployment based on operational needs.
While inclusion in the ER roster does not guarantee immediate deployment, it ensures eligibility for consideration as opportunities arise.
The timing of a first deployment may vary and can take up to one to two years following completion of all processes, depending on humanitarian needs, individual readiness, and overall roster availability.
