1. Background and Justification

* Purpose of the Position

To provide operational and analytical support for programme planning, budgeting, monitoring, reporting and data management activities within the Planning, Budgeting and Results Reporting (PBM) Unit. The incumbent supports Budget Centres in the implementation of Results-Based Management (RBM) processes and contributes to effective programme budget management through the use of WHO corporate systems, including SPM, CEM and GSM.

2. Job Description

* Objectives of the Programme and the immediate Strategic Objectives

To provide operational and analytical support for programme planning, budgeting, monitoring, reporting and data management activities within the Planning, Budgeting and Results Reporting (PBM) Unit. The incumbent supports Budget Centres in the implementation of Results-Based Management (RBM) processes and contributes to effective programme budget management through the use of WHO corporate systems, including SPM, CEM and GSM.

* Organizational context

The incumbent works under the direct supervision of the Strategic and Operational Planning Officer and the overall guidance of the PBM Team Lead.

The incumbent is expected to perform assigned responsibilities with initiative and independence within established WHO policies, procedures and operational guidelines. The position provides operational and analytical support to Budget Centres and contributes to the effective implementation of regional planning, budgeting, monitoring, reporting and performance management processes.

The incumbent collaborates closely with colleagues across Budget Centres and relevant organizational units to facilitate the timely completion of planning, budgeting and reporting requirements and to strengthen the use of data for decision-making.

* Summary of Assigned Duties

Planning and Budget Management
• Support Budget Centres in programme planning, budgeting and workplan management.
• Monitor budget implementation, resource utilization, and support budget adjustments as required.
• Assist in position costing, award management and budget-related transactions in GSM, SPM and CEM.
• Assist in the collection, review and consolidation of corporate reporting submissions.
• Contribute to the preparation of planning, budget and performance reports.

Systems and data management
• Support Budget Centres in the use of SPM, CEM and GSM.
• Maintain data quality and consistency across planning, budgeting and reporting systems.
• Generate reports and provide system-related support for programme management processes.
• Analyse programme, budget and performance data to support decision-making.
• Develop dashboards, scorecards and analytical reports.
• Identify trends, gaps and opportunities to improve programme budget performance.

Coordination and operational support
• Provide operational support for regional planning, budgeting, monitoring and reporting exercises.
• Facilitate communication and follow-up with Budget Centres on programme management processes.
• Support capacity-building and user support activities related to SPM, CEM, GSM and RBM.
• Perform other related duties as assigned, including replacing and backstopping for others as required.

3. Required Qualifications

Education:

Essential
Completion of secondary education is supplemented by training in business administration, finance, accounting, economics, statistics, information management or another related field.

Desirable
University degree or diploma in Business Administration, Finance, Accounting, Economics, Statistics, Data Analytics, Information Management or a related discipline.

Experience:

Essential
• At least 10 years of progressively responsible experience in planning, budgeting, finance, monitoring, reporting, data management or business operations.
• Experience working with ERP or corporate management information systems.
• Experience in data analysis, report preparation and management information support.

Desirable
• Experience working in WHO or another United Nations organization.
• Experience using SPM, CEM and GSM.
• Experience supporting RBM, programme budgeting, monitoring and reporting processes.
• Experience developing dashboards, scorecards or data visualization products.

Functional Knowledge and Skills

• Knowledge of programme planning, budgeting, monitoring and reporting processes.
• Ability to analyse and interpret programme, budget and performance data.
• Ability to prepare reports, dashboards, presentations and management information products.
• Good knowledge of Microsoft Office applications, particularly Excel, Word and PowerPoint.
• Ability to work with corporate information systems and databases.
• Strong organizational, communication and interpersonal skills.

Essential: Expert knowledge of French or English with intermediate knowledge of the other.

• Experience with data visualization and reporting tools is desirable.

4. Remuneration

WHO offers staff in the national general service category an attractive remuneration package, which for the above position includes an annual net base salary starting at XAF 19,231,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
