PfV Programme Development Manager Haiti

What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Protection from Violence Programme Development Manager for Haiti. The purpose of the role is to be responsible for design, development, and implementation of the Protection from Violence (PfV) programme. The NRC Protection from Violence (PfV) programme aims to reduce and mitigate the impact of violence and other protection risks on individuals and communities. It employs strategies that enable them to recover from and respond to the recurrence of such risks, while ensuring their physical safety, dignity, and resilience, and promoting social reintegration and cohesion.

What you will do

• Direct supervision of the PfV team under their responsibility. This includes:
  • Performance management: definition of individual objectives aligned with the country strategy and programmatic priorities, accompanied by regular follow-up, and support for their compliance.
  • Development of organizational charts, hiring processes, induction and staff training plan.
• Develop/update the PfV strategy, technical SoPs / guidelines and Macro Log-frames (MLF) inclusive of partnerships, that are aligned with regional and global strategies and priorities, in coordination with the other Core Competency (CC) Specialists/PDMs.
• Compliance with and adherence to NRC policies, Global PfV Strategy, as leading technical document to comply with/ align to, PfV tools, handbooks and guidelines.
• Be responsible for defining, adapting and growing NRC's PfV programme in Haiti, ensuring it remains relevant, needs-based and based on programmatic evidence.
• Ensure that development strategies for protection from violence services are aligned with national strategies and global protection frameworks, including standards for safe and inclusive programming.
• Lead proposal writing/program development processes to diversify donors' funding base.

What you will bring

• Minimum 3 years of experience in a senior project implementation role in a humanitarian or recovery context.

• Advanced academic qualification in a relevant field (law, social sciences or related disciplines).

• A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.

• Experience working in complex and volatile humanitarian contexts.

• Experience in protection case management and community-based interventions.

• Documented results related to job responsibilities.

• Knowledge about skills/profile of self-leadership.

• Fluency in English and French, both written and verbal; knowledge of Haitian creole is considered an asset

• Experience facilitating training both at office level and in the field.

• Experience and knowledge of the Haitian context as a plus.

• Knowledge of relevant international and national legal and policy frameworks, with a focus on international humanitarian law, human rights and the protection of children in armed conflict.

• Experience in implementing new protection programmes, including evaluation, strategy development and programme proposals.

• Ability to use ICT software to develop proposals, budgets, workplans and monitoring and evaluation tools.

• Knowledge and understanding of humanitarian standards such as Sphere and PAH.

• Experience in staff training and capacity building, and aptitude for community mobilization

• Duty station: Port-au-Prince, Haiti
• Contract: fixed national contract signed with ECSI, or international contract 12 months (renewable subject to funding and performance)
