BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The ongoing conflict in Sudan has triggered one of the world’s largest hunger crises, with close to one million people at risk of famine across the country.
Based in Khartoum within WFP Sudan’s Partnerships Unit, this consultancy supports engagement with International Financial Institutions (IFIs), including the African Development Bank, World Bank, and Islamic Development Bank. The role focuses on helping position WFP programmes in Sudan for IFI financing by supporting coordination, preparing inputs, and contributing to programme design and discussions.
In addition, the position provides liaison support with relevant ministries and government counterparts, helping to maintain regular coordination and information flow between WFP and national authorities. Through this work, the consultant will contribute to resource mobilization efforts, support ongoing partnership discussions, and help ensure alignment with donor and partner requirements.
ACCOUNTABILITIES/RESPONSIBILITIES:

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in International Development, Economics, Political Science, Business Administration, or related fields.
Experience:
Three to five years’ experience in progressively responsible roles covering partnership management, donor relations, programme design, and resource mobilization, preferably within international organizations, IFIs, or UN agencies
Experience in building and managing partnerships, including developing proposals, soliciting input for reports, drafting agreements, producing visibility plans and/or crafting joint strategies, with focus on development interventions
Understanding of United Nations systems and its coordination mechanisms, government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships
Experience working directly with governments, UN agencies, NGOs, international financial institutions, corporations and/or foundations, in home country and abroad
Engagement with all fundraising activities, including outreach, resource strategies, proposal writing, contract negotiation, and/or in other related fields such as digital, marketing or campaign management.
Strong technical orientation for data-based decision-making, partner intelligence and corresponding platforms, as well as innovation of system improvements
Demonstrated ability to produce high-quality written outputs and ability to present in English and the working language.
Experience in strategy development, policy work, planning and use of research methodologies and sources
Contribute to a positive environment by motivating colleagues and championing gender balance and inclusivity.
Knowledge & Skills:
Strong communication and writing skills with keen attention to detail, alongside proven negotiation and diplomacy for engaging high‑level stakeholders and resolving sensitive issues constructively. The candidate should also bring solid financial expertise with knowledge of donor frameworks and budgeting, and an innovation mindset.
Languages:
Fluency (level C) in both spoken and written English is mandatory and some Arabic skills would be desired.
