BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The ongoing conflict in Sudan has triggered one of the world’s largest hunger crises, with close to one million people at risk of famine across the country.
Based in Khartoum within WFP Sudan’s Partnerships Unit, this consultancy supports engagement with International Financial Institutions (IFIs), including the African Development Bank, World Bank, and Islamic Development Bank. The role focuses on helping position WFP programmes in Sudan for IFI financing by supporting coordination, preparing inputs, and contributing to programme design and discussions.
In addition, the position provides liaison support with relevant ministries and government counterparts, helping to maintain regular coordination and information flow between WFP and national authorities. Through this work, the consultant will contribute to resource mobilization efforts, support ongoing partnership discussions, and help ensure alignment with donor and partner requirements.
ACCOUNTABILITIES/RESPONSIBILITIES:

• Work with HQ and regional teams to contribute inputs on WFP’s engagement with AfDB and World Bank (e.g. reporting requirements, compliance, and funding modalities).
• Support implementation of the IFI engagement plan, including tracking priorities, partners, and progress.
• Monitor IFIs and partner priorities (strategies, budgets, new instruments) and flag relevant funding opportunities for Sudan.
• Contribute to proposals and reports, ensuring compliance with donor requirements (including due diligence and reporting conditions).
• Organize and support donor engagements, including meetings, missions, and follow-ups (prepare briefs, talking points, and notes).
• Draft briefing notes and concept papers for engagement with IFIs and other partners, in coordination with technical teams.
• Support WFP positioning by clearly presenting programme priorities and funding needs to partners.
• Support development of partnership agreements in line with WFP rules and donor requirements.
• Coordinate inputs from different teams to ensure consistent messaging and proposals to partners.
• Engage with new and existing IFI partners to share information, support discussions, and identify opportunities.
• Maintain up-to-date records of donor engagements and funding pipelines (e.g. Salesforce).
• Capture lessons learned from partnerships and share them within the Country Office and with HQ.
• Share guidance and good practices to improve partnership management across teams.
• Perform any other related duties as required by the Country Office and the Partnerships and Reporting Unit.

DELIVERABLES AT THE END OF THE CONTRACT:

• • Secured IFI funding: Documented outcomes of negotiations with AfDB, WB, IsDB and other partners, including signed agreements or commitments.
• • Strengthened corporate engagement: Clear frameworks and guidance notes reflecting Sudan’s flagship role in donor management, reporting, and ESS instruments.
• • Implemented IFI Engagement Plan: Evidence of new or enhanced partnerships, thematic collaborations, and strategic positioning.
• • Partner landscape analysis: Comprehensive report on institutional developments, funding priorities, and opportunities for WFP Sudan.
• • Donor proposals and compliance: High quality proposals, reports, and due diligence documentation aligned with donor requirements.
• • Donor engagement outputs: Records of meetings, missions, briefing materials, and follow up actions completed.
• • Strategic briefs and business cases: Well crafted documents supporting outreach and positioning with key partners.
• • Partnership arrangements: Drafted and agreed partnership frameworks consistent with corporate norms and external regulations.
• • Knowledge management: Updated Salesforce entries, lessons learned, and best practices disseminated across Sudan CO, Area Offices, and HQ.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced university degree in International Development, Economics, Political Science, Business Administration, or related fields.
Experience:
Three to five years’ experience in progressively responsible roles covering partnership management, donor relations, programme design, and resource mobilization, preferably within international organizations, IFIs, or UN agencies
Experience in building and managing partnerships, including developing proposals, soliciting input for reports, drafting agreements, producing visibility plans and/or crafting joint strategies, with focus on development interventions
Understanding of United Nations systems and its coordination mechanisms, government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships
Experience working directly with governments, UN agencies, NGOs, international financial institutions, corporations and/or foundations, in home country and abroad
Engagement with all fundraising activities, including outreach, resource strategies, proposal writing, contract negotiation, and/or in other related fields such as digital, marketing or campaign management.
Strong technical orientation for data-based decision-making, partner intelligence and corresponding platforms, as well as innovation of system improvements
Demonstrated ability to produce high-quality written outputs and ability to present in English and the working language.
Experience in strategy development, policy work, planning and use of research methodologies and sources

Contribute to a positive environment by motivating colleagues and championing gender balance and inclusivity.
Knowledge & Skills:
Strong communication and writing skills with keen attention to detail, alongside proven negotiation and diplomacy for engaging high‑level stakeholders and resolving sensitive issues constructively. The candidate should also bring solid financial expertise with knowledge of donor frameworks and budgeting, and an innovation mindset.
Languages:
Fluency (level C) in both spoken and written English is mandatory and some Arabic skills would be desired.
