Job Description:
Provides overall leadership, strategic oversight and effective management through implementation of programs and projects to ensure Wahana Visi Indonesia’s strategic ministry objectives and child wellbeing outcomes are achieved with the highest quality and accountability within Area Programs and Projects in Papua. Ensures effective coordination and positive collaboration with all functional/sectoral teams of Wahana Visi Indonesia to harness strategic and optimum support for program and project implementation. Ensures program and project implementation and reporting are of the highest quality and accountability, and in alignment with organizational policies and guidelines, technical and sectoral standards, and donor compliance requirements. Ensuring strategic coordination and collaboration with government, academia, and faith-based organizations to deliver an effective, efficient, and risk-managed operational model for Papua’s fragile context.
All staff are expected to contribute to Wahana Visi Indonesia’s core approaches—Transformational Development, Advocacy, and Emergency Response. During emergencies, this role may be required to support organizational readiness and response efforts, ensuring timely, coordinated, and accountable delivery of assistance in line with established systems and standards.
Strategy Development & Planning
- Contribute to annual strategic planning and review processes, including inputs to organizational strategy and operational excellence initiatives.
- Ensure AP Plan/Project design and implementation is aligned with National Strategy especially for Papua as fragile context.
- Provide a strategic link between the APs and Projects to ensure effective communication and mutual support in critical and important ministry functional and technical areas.
- Ensure annual plans and budgets of Papua Cluster, teams, programs and projects are aligned with and contribute to the achievement of national strategic objectives.
Resource Acquisition & Management/ Engagement/Project Management
- Identify new funding opportunities (including new APs) and negotiate “Project Charter” for development of proposal or assessment.
- Contribute to cross-functional teams as agreed in Project Charter for development of new projects.
- Develop and monitor annual Papua Cluster funding plan (including RC growth, private and grant funding) in alignment with AP/Projects priorities, and national strategy.
- In coordination with the related team in Resource Development & Communications Department and Technical Sectors Department, ensure external strategic networks and linkages with government ministries, donors, Civil Society Organizations, Faith Based Organizations, academic institutions and other humanitarian and development sector stakeholders are supported at the national level and maintained by their counterparts at the Papua Cluster level to enhance impact achievement and resource acquisition.
- In consultation with the Technical Sectors Department, ensure appropriate representation and contribution from the technical sector teams in strategic partnership forums, working groups and networks.
- Coordinate programs/projects to increase effectiveness, efficiency and leverage resource within the Papua Cluster.
- Develop robust networks and excellent relationships with Government (including Diknas, Kesra, Nakertrans, Bappeda), related Commissions at DPRD & MRP Heads of int’l and local NGOs, and UN institutions, FBOs, in support of key advocacy messages and to increase understanding and support for WV’s cause and ministry
Capacity Building/ Technical works
- Ensure capacity building of all program staff and pertinent partners
- Internalize and socialize WV core documents, including the safeguarding policy.
- Promote ongoing reflection and learning among staff members.
- Develop a dynamic organizational culture for the project that conveys the principles of a “Learning Organization” and applies principles of our Core Documents, policies, manuals, and procedures.
- Monitor and mentor the program teams and volunteers to ensure they reach program participants in mapped out areas, working together with the international partners and the local partners.
Accountability & Quality Assurance
- Conduct quarterly field monitoring of all area programs/projects to ensure implementation in alignment with annual operating plan and Global Standards.
- Ensure that the processes of planning, implementation, monitoring and evaluation are performed on time and with high quality.
- Ensure availability of resource needed (people, funding and technical support) for AP implementation.
- Ensure all programs/projects staff has appropriate performance indicators and learning development plans in alignment with the programs/projects design.
- Act as resource person of Papua Clusters operational.
- Ensure all programs and projects are implemented within approved plans, budgets and timelines, and meet compliance requirements.
- Provide a strategic link between the cluster program/project levels to ensure effective communication and mutual support in critical and important functional/technical/sectoral areas.
- Ensure the Papua Cluster teams work cross functionally with the Technical Sectors teams to ensure effective ministry and technical practices that foster a culture of accountability to communities and donors, evidence-based decision making and learning.
- Ensure effective sponsorship program is implemented according to national strategy and guidelines, and global standards.
- Manage operational risks. Ensure zero tolerance approaches to Safeguarding and Frauds.
- In coordination with the RDC and Technical Sectors Departments, ensure donors compliance requirements are understood and adhered to during program and project implementation. Ensure quality reporting of accountable implementation.
- In partnership with RDC team, proactively support and contribute to organization effort to execute funding strategy and achieve funding target for each cluster.
- In partnership with Finance, ensure budget planning, expense monitoring and reporting are done well and according to policies, guidelines and standards.
- Ensure that implementing partner organizations meet quality and accountability standards. Collaborate with other Departments to provide necessary capacity building support to partners.
Networking & Coordination
- Represent the Organization to internal and external stakeholders at provincial/cluster level; bringing the correct messages about Organization’s stance, causes, and work.
- Develop and implement a plan together with field staff to form, facilitate and manage effective relationships and networks with various development partners. This would include: government departments, community-based organizations, other NGOs, local businesses, churches, other faith-based organizations, and the community leaders of the area.
- Be responsible for maintaining and strengthening relationships with key partners and ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.
- Develop robust networks and excellent relationships at provincial/cluster evel with Government (including Diknas, Kesra, Nakertrans, Bappeda), related Commissions at DPRD (if relevance), heads of international and local NGOs, and UN institutions, religious institution especially church leaders, communities and children to contribute to and influence priorities and plans related to the well-being of children; and to secure necessary technical, human and finance resources.
- Ensure partnership with churches and Faith-Based Organizations are maintained to provide holistic ministry in achieving child wellbeing outcomes.
- Involve the support office partners in key events/milestones of the program.
- Ensure that in the implementation of the program work together intensively with partners Coordinate and host visits of sponsors, donors, and WV staff from other offices, include to coordinate with
- Communications Unit all media and film crew visits to the project area
Management & Leadership
- Lead and manage the Papua Cluster implementation so that all program and project implementation leaders and staff can perform effectively and efficiently against clear performance indicators. Facilitate the removal of constraints that inhibit teams’ creativity and innovation, and barriers to optimal team performance and results.
- Ensure matrix management within staff cross Unit/Department in related Papua Cluster to ensure utmost support for program and project implementation, maximum availability of resources, sustainability of programming impact, and a culture of accountability to communities and donors, as well as evidence-based decision making and learning.
- Provide line management for Project Managers, Project Team Leaders, and Senior Program Manager, Program Coordinator within Papua Cluster, including performance management, coaching and capacity building.
- Provide Christian leadership and support to enrich the organisation’s life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
- Build and maintain positive spirit of working in team with other staff in respective unit and department.
- Ensure implementation of Safeguarding Policy in accordance with the distribution of roles for each staff in the Papua Cluster program/project unit.
- Manage all risks related to Papua Cluster Program/Project according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Requirement
- Bachelor's degree in social, Management, Development Studies, Engineering or other relevant subject.
- Minimum 7 years’ (3 in Papua) experience in development program works at managerial level.
- Demonstrated ability to manage a multi-cultural team
- Fluent in English, both in written and verbal (score TOEFL 450)
- Living at the zonal area and requires a willingness to spend at least 33% of his/her time in the field visiting projects.
- Excellent project management skill, include people management skill.

- Strong strategic and analytical thinking skill
