DESCRIPTION OF DUTIES:
PURPOSE OF CONSULTANCY
Position Title: One Health Consultant
Background and Purpose of Contract
Since March 2022, PAHO/WHO Guyana has been supporting the Ministry of Health in implementing the One Health framework towards reinforcing public health emergency preparedness, prevention, and response in the country. Highlights of technical cooperation with MOH include the completion of the Voluntary External Evaluation (VEE) / Joint External Evaluation (JEE) of IHR Capacities in July 2023, development of the National Action Plan for Health Security (NAPHS) in January 2024, and capacity building on key areas where critical gaps have been noted.
In 2025, with technical support from PAHO/WHO Guyana, MOH Guyana’s project proposal to the Pandemic Fund focusing on One Health, was approved to finance further roll out of the country’s One Health Initiative, particularly key priorities outlined in the NAPHS.
The purpose of this consultancy is to facilitate and reinforce PAHO’s support towards the coordinated implementation of the One Health Initiative in the country as operationalized under Guyana’s One Health Project.
DESCRIPTION OF DUTIES:
General responsibilities and deliverables:
Under the direct supervision of the PAHO-GUY Advisor, Communicable Diseases Control and Elimination, the consultant will provide support to the implementation of priority activities under Guyana’s One Health Project pertaining to strengthening One Health Coordination and Capacity, including (but not limited to) Infection Prevention and Control and Healthcare-Associated Infections (HCAIs) surveillance, monitoring, evaluation, and various International Health Regulations (IHR) capacities. These duties, functions and deliverables are outlined as follows:
1. Facilitate the conceptualization, development, and implementation of technical deliverables under the One Health grant agreement.
2. Facilitate the organization and follow-up of One Health activities, including coordination with the national authorities and technical committee.
3. Coordinate input from technical advisors on technical guidance documents, materials, and resources needed to implement project activities.
4. Facilitate reinforcement of IHR capacities pertaining to points of entry, including key deliverables
5. Facilitate and support the process of updating the National Multi-Hazard Emergency Management Plan, regional level plans, and developing the corresponding monitoring and evaluation manual.
6. Support capacity building activities and progress monitoring of IHR capacities relative to the Voluntary External Evaluation of (VEE) of IHR capacities and the Performance of Veterinary Services (PVS) indicators.
7. Facilitate the preparation of technical progress reports, including reports on completed IHR capacity building efforts and status of workplan implementation pertaining to the conduct of the VEE and the PVS assessment.
8. Identify risks, constraints, and bottlenecks on the development of technical deliverables, and support mitigation actions in coordination with the project management team.
9. Support stakeholder consultations and intersectoral coordination related to One Health and IHR.
10. Facilitate the preparation of inputs for technical reports, briefs, and presentations,
11. Support meetings, workshops, and technical missions related to the One Health Project as required.
12. Perform other related duties as assigned by the supervisor to support the successful implementation of the project.
Deliverables and payment schedule
The consultant will be responsible for delivering the following products/services related to abovementioned responsibilities with input from the respective project manager, the Advisor, Communicable Diseases Control and Elimination, PAHO-GUY.

1. Points of Entry Risk Assessment Framework (Draft) Due date: 31 July 2026
Amount: 20% of contract price
2. Updated National Multi-Hazard Emergency Management Plan (Draft) Due date: 30 September 2026
Amount: 20% of contract price
3. Draft Regional Multi-Hazard Emergency Management Plans for all regions, including hazard specific protocols, coordination structures, and resource mapping. Due date: 31 December 2026 Amount: 20% of contract price
4. M&E Manual for Regional Multi-Hazard Preparedness and Response Plan. Due date: 31 March 2027
Amount: 20% of contract price
5. Final consultancy Report, including report on completed IHR capacity building efforts and status of workplan implementation pertaining to the conduct of the Voluntary External Evaluation of (VEE) of IHR capacities and the Performance of Veterinary Services (PVS) assessment. Due date: 14 June 2027

Qualifications, experience, skills, and languages
Education requirements (Qualifications)
Essential: Master level degree in public health, epidemiology, social sciences or equivalent degree related to the functions of the post, from a recognized university. Desirable: A medical degree or formal training related to one health would be an asset.
Experience requirements Essential:
At least 7 years of combined national and international experience in One Health and / or International Health Regulations (IHR)
Desirable: Experience working with PAHO and in inter-programmatic collaborations with Ministry of Health, Non-Governmental Organizations, or United Nations Agencies would be an asset.
Languages
Essential: Fluency in English is required
Location
The incumbent will be expected to perform this position's duties and responsibilities remotely, with periods of travel / in-country presence in Guyana
Technical Knowledge and Skills Essential:
• Strong knowledge and skills, and experience in any of the following areas: One Health, IHR, disaster risk reduction, disaster management, emergency preparedness and response, humanitarian assistance, capacity building, monitoring and evaluation
• Excellent organizational and analytic skills combined with strong oral and writing skills in the development of reports, oral presentations, and technical / persuasive documents.
. Excellent coordination, negotiation, and interpersonal skills; with proven experience in coordinating multiple stakeholders, including government counterparts, technical experts, and international organizations.
• Experience supporting the implementation of donor-funded projects, including planning, monitoring, and reporting.
• Excellent knowledge of Microsoft office applications (MS-Office Word, Excel, and Power Point) and demonstrated ability to effectively use current technology and software for developing presentations and reports Desirable:
• Familiarity with UN or PAHO administrative, financial, and procurement processes; and good knowledge / previous experience of working in Guyana
Remuneration (Band level Range) and expected duration of contract
Band/range: Band B / US$314.00 daily Expected duration: Upon signature of contract until 14 June 2027. This consultancy is expected to entail a fulltime commitment.
