PURPOSE OF CONSULTANCY
Population ageing is one of the most significant demographic transitions affecting Trinidad and Tobago and the wider Caribbean. The United Nations Decade of Healthy Ageing (2021–2030) provides a global framework for improving the lives of older persons through integrated, multisectoral action.
Trinidad and Tobago has multiple policies, programmes, services, and stakeholders addressing ageing; however, these are fragmented across sectors. This consultancy will support PAHO/WHO and national partners in developing a comprehensive understanding of the healthy ageing landscape, identifying gaps, and strengthening coordination and implementation.

Consultant – Healthy Ageing Landscape Assessment and Stakeholder Mapping for Trinidad and Tobago

Objectives of the Office/Department
PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/ World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub-regional, regional, and global health agendas. The PAHO/WHO Trinidad and Tobago Country Office (PAHO/WHO TTO CO), covering Trinidad and Tobago, Aruba, Curacao, Sint Maarten, Bonaire, St. Eustatius and Saba, is the basic organizational unit for technical cooperation with the countries, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

Scope of Work & Methodology
Under the general supervision of the PAHO/WHO Representative and the technical supervision of the Technical Officer - Health Promotion, Life Course and Determinants, the consultant will:
Qualifications
Essential:
A bachelor’s degree in public health or health sciences from a recognized institution.
Desirable:
Advanced university degree in Public Health, Health Policy, Gerontology, Social Policy, Social Sciences, or a related field.
Reporting Relationship:
The consultant will report to the PAHO Technical Officer, Health Promotion, Life Course and Determinants. The consultant will submit invoices and activity reports for approval by the PAHO/WHO Representative, according to the schedule indicated below.
Remuneration:
The consultant will be remunerated at the Band B level of the salary scale for the PAHO Consultants (NPCs).

1. Inception report (methodology, workplan, tools); Due date: 14 August 2026; Fee: TTD5,485.00
2. Document review & evidence mapping report; Due date: 28 August 2026; Fee: TTD16,454.00
3. Stakeholder database & mapping framework; Due date: 18 September 2026; Fee: TTD19,197.00
4. Final Healthy Ageing Assessment Package (report, databases, presentation); Due date: 28 September 2026; Fee: TTD13,712.00
The total value of the contract is TTD $54,848.00
