PURPOSE OF CONSULTANCY
Human Resources for Health (HRH) is a critical component of Trinidad and Tobago’s healthcare system, encompassing all individuals engaged in the delivery of healthcare services, including doctors, nurses, midwives, allied health professionals, administrative staff, and support workers. The effectiveness and efficiency of the health system heavily depend on the availability, distribution, and quality of this workforce.
The Ministry of Health recognizes the critical role of an effective and sustainable health workforce in achieving universal health coverage and strengthening health systems. To support evidence-based health workforce planning and policy formulation, the MOH in 2024 supported the roll out of a health labour market analysis (HLMA). The HLMA provides a comprehensive overview of the supply, demand, distribution, and governance of health workers in the country, identifying key gaps and proposing actionable recommendations.
This initiative proposes the implementation of a robust mapping of occupations actors and forecasting system for Human Resources for Health (HRH). The PAHO Tool on the mapping of actors facilitates the identification of actors who produce and manage HRH data in the education, health, labor, and finance sectors, in public and private organizations, social security, and professional associations. This mapping is closely linked to other HRH-related initiatives such as the National Health Workforce Accounts (NHWA), the Health Labour Market Analysis (HLMA) and the development of the national HRH Strategic Policy and Plan, among others.
These interventions are designed to strengthen HRH governance, including governance of the HRH Information System to improve the availability of information on HRH as well as foster intersectoral collaboration on data collection from the education, labor, finance, and health sectors, among others, for evidence-informed HRH planning and policy development.
The finalization of the assessment of the Essential Public Health Functions (EPHF) serves as a precursor for the insights from HLMA. With technical support from Dalhousie University’s PAHO/WHO Collaborating Centre and in partnership with the Pan American Health Organization (PAHO), this initiative will employ data-driven, evidence-informed and equity-oriented approaches to strengthen HRH planning and policy development.

Consultant – Development of the National Mapping of Key Stakeholders, Information Gathering and Institutional Arrangements for Trinidad and Tobago

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub-regional, regional, and global health agendas. The PAHO/WHO Trinidad and Tobago Country Office (PAHO/WHO TTO CO), covering Trinidad and Tobago, Aruba, Curacao, Sint Maarten, Bonaire, St. Eustatius and Saba, is the basic organizational unit for technical cooperation with the countries, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

Scope of Work & Methodology
4 Phases Methodology:
The project will unfold in four interlinked Phases, however, Phase 1 was completed in 2025 and Phase 2 will be completed during this engagement. While Phases 3 and 4 are expected to be completed during 2027.
Phase 1 involved a situational analysis to map the current HRH landscape. This included a review of national policy documents, Human Resources for Health Policy and analysis of HRH density and distribution and benchmarking against Caribbean and global standards and the mapping of health occupations.
Phase 2 will focus on stakeholder engagement. Tools such as the mapping of actors will identify stakeholders who produce and manage HRH data in the education, health, labour, academia, civil society and finance sectors, in public and private organizations, social security, and professional associations, developed and validated by PAHO. Other complementary tools may also be used to map the influence, roles, and interests of key actors. This participatory process will include workshops and consultations to validate findings and co-develop priorities.
Phase 3 centers on the development of a needs-based simulation model focused on estimating future HRH needs by cadre, region, and service area. It will incorporate variables such as service demand, training pipeline capacity, and population health trends.
Phase 4 will synthesize all findings into a national implementation plan. This will include policy recommendations and an actionable roadmap for strengthening HRH system, validated through final stakeholder consultations.
Under the supervision of the PAHO/WHO Representative and the Advisor - Health Systems and Services, and in collaboration with the Ministry of Health, the consultant will:
1. Review the deliverables received from Phase 1: the in-depth situational analysis of the Human Resources for Health (HRH) and facilitate implementation of the Mapping of Occupations in Trinidad and Tobago.
2. Implement the Mapping of Actors tool (part of PAHO’s HRH toolkit) to identify key HRH stakeholders and institutional arrangements in Trinidad and Tobago, serving as input for the development of the analytical framework for the HLMA.
Qualifications
Essential: Bachelor’s degree in Public Health, Health Policy, Health Economics, Health Systems or related field
Desirable: Post graduate degree at a Master level in Public Health, Health Policy, Health Economics, Health Systems or related field

The consultant will report to the PAHO Advisor - Health Systems and Services. The consultant will submit invoices and activity reports for approval by the PAHO/WHO Representative, according to the schedule indicated below.
Remuneration:
The consultant will be remunerated at the Band C level of the PAHO Consultants (NPCs) salary scale, on a 100% FTE basis.
