Background
The WBG Gender Department, within the WBG People Vice Presidency, and its two main units (Policy & Regulations and Solutions & Impact), aims to inspire, connect, support, and deliver alongside teams across the World Bank Group to drive action and impact in accelerating gender equality. It defines the strategic direction to deliver the WBG Gender Strategy 2024-30 and Targets through the WBG’s knowledge agenda, operational approaches, and partnerships, collaborating across the WBG Gender Network, Verticals, Horizontals, Regions, and Industries to foster and harness the collective expertise of the WBG to deliver innovative, impactful solutions for clients.
A key function of the Department is the curation, generation, and dissemination of actionable knowledge, evidence and learning for policy and solutions to accelerate gender equality. The Umbrella Facility for Gender Equality (UFGE), hosted in the department, is the World Bank Group's only multi-donor trust fund fully dedicated to generating innovative knowledge, and evidence and data to help governments and the private sector invest effectively in policies and programs. The UFGE operates in a multi-year framework, tackling medium and long-term barriers to achieving gender equality, aligned with the new World Bank Group Gender Strategy 2024-30, the Gender Strategy Implementation Plan and Targets, and IDA commitments. The multidisciplinary knowledge financed by UFGE includes impact evaluations, proof-of-concept pilots, capacity building, and studies that employ innovative ways of delivering smart solutions to boost women’s economic opportunities and promote jobs and growth. Moreover, the UFGE openly shares the knowledge and data it finances, making it available to policymakers, development partners, and researchers across the world. The UFGE Secretariat is responsible for the day-to-day operations of UFGE, including preparing and supporting decisions and guidance of the Gender Leadership Council Sub-Committee (the UFGE Governing Body) and the UFGE Partnership Council; preparing governance documents, managing the call-for-proposal process, and reporting process, guiding implementing teams on UFGE processes or requirements; supporting implementing teams in their ongoing activities, including promoting learning and understanding from UFGE’s experience; and managing relations with donor partners, communications and advocacy related to UFGE.
The UFGE is looking for a highly motivated Operations Officer to support the UFGE Secretariat in its functions and the Gender Department more broadly in the implementation of the Gender Strategy objectives.
The position will provide monitoring support to the UFGE’s portfolio of activities including but not limited to extracting and disseminating knowledge and lessons of experience, across the UFGE grantee network, and engaging with implementing teams about their ongoing activities. The Operations Office will also contribute to reporting, including semi-annual updates and maintaining UFGE’s results and risk frameworks and results dashboard, and managing relations with partners. This position will also play a key role in coordinating and/or providing inputs to the UFGE Annual Report.
The position requires deep familiarity with a broad range of gender-focused activities of the type supported by UFGE, such as knowledge and evidence, policy interventions in the public and private sector, technical assistance and research. The job also requires strong attention to detail, excellent writing skills, data and analytics expertise and familiarity with World Bank Group trust fund policies, procedures and practices. The candidate must also demonstrate strong relationship management skills and an ability to engage strategically and effectively throughout the partner network, as well as strong knowledge management skills.
Duties and Accountabilities
The Operations Officer will report to the Gender Department Manager, Policy and Regulations and the UFGE Program Manager and will provide substantive operational, project, research, statistical and other analytical support. This will include:
• Lead the annual UFGE reporting process and semi-annual updates to ensure high-quality and thorough reporting with accurate data from UFGE implementing teams which includes providing guidance on a full range of issues related to reporting and program effectiveness.
• Lead the aggregation, analysis and reporting of results, including through reports to the UFGE Partnership Council, Gender Leadership Council, the UFGE Annual Report, the UFGE results dashboard and ad hoc reports.
• Support the reporting systems including the results and risk frameworks, the results database, the UFGE dashboard and other data capture and visualization mechanisms.
• Lead the UFGE learning efforts designed to surface and share experiences across the UFGE grantee network and with other stakeholders, with the goal of improving the design and implementation of innovative approaches; this can include UFGE learning sessions, case studies, site visits or other knowledge sharing modalities.
• Liaise with implementing teams and other stakeholders on key themes to identify opportunities for deeper collaboration and impact; identify relevant experiences in the UFGE portfolio and build consensus across the network for developing and sharing lessons.
• Support UFGE Programs including the Gender Strategy Fast-Track Country Initiative to create and coordinate a community of practice for shared learning and dissemination of results.
• Provide other ad hoc support to the UFGE Secretariat and Gender Department as required.
Selection Criteria
• Possesses a master's degree in economics, finance, business, or similar field relevant to the World Bank Group’s mission.
• At least 5 years of relevant professional experience in relevant field
• Demonstrates significant experience in managing effective relations with a wide range of stakeholders (Governments, international organizations, multilateral and bilateral development agencies).
• Ability to address a range of issues related to women’s economic empowerment and gender equality and its relationship to economic development. Solid analytical skills.
• Demonstrates familiarity with a broad range of gender-focused activities of the type supported by UFGE, including knowledge and evidence, policy interventions in the public and private sector, technical assistance and research, and ability to think strategically and to rapidly analyze diverse information from varied sources.
• Familiarity with World Bank Group trust fund policies, procedures and practices.
• Experience with trust fund donor relations and reporting; monitoring and evaluation and results framework; World Bank Group trust fund systems including the trust fund portal and fundraising portal.
• Solid track record and operations experience in preparation of World Bank Group grants and significant understanding of World Bank Group’s operational processes, procedures and corporate requirements.
• Demonstrates ability and the necessary organizational skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, balance competing demands and achieve agreed-upon results.
• Demonstrates political awareness and ability to diplomatically handle sensitive situations with target audiences and to otherwise cultivate effective, productive client relationships/partnerships.
• Excellent oral and written communications and editing skills; strong command of English; knowledge of other languages would be a plus, especially French and Spanish.
• Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
