Organizational Context and Scope

The Displacement Tracking Matrix (DTM) is IOM’s corporate system for collecting, analysing and disseminating data on population mobility and displacement, supporting evidence-based humanitarian response and durable solutions globally.

Based in Berlin, the DTM Operations, Coordination and Support (OCS) team provides operational, technical and methodological support to country missions, working closely with Regional Data Hubs (RDHs) and global partners to ensure the effective and coherent implementation of DTM activities.

Under the overall supervision of the Global DTM Coordinator and the direct supervision of the Head of Operations (DTM), the Operations and Coordination Officer (Displacement Tracking Matrix (DTM)) will support global DTM operations through country support, coordination with RDHs, and targeted deployments. The Operations and Coordination Officer (Displacement Tracking Matrix (DTM)) will contribute to strengthening DTM methodologies and standards, and to enhancing engagement with internal and external partners, including governments and inter-agency initiatives. The Operations and Coordination Officer (Displacement Tracking Matrix (DTM)) will also support resource mobilization and ensure coherence across DTM activities and partnerships.

Responsibilities

1. Support global DTM operations through direct engagement with country missions, including technical backstopping, operational guidance, and targeted support; especially to high priority missions in coordination with the Head of Operations.
2. Coordinate with Regional Data Hubs (RDHs) and country teams to ensure coherent, efficient and scalable implementation of DTM activities, including facilitating information exchange and alignment with global priorities.
3. Support the DTM contribution to internal coordination processes, especially through support to the Head of Operations’ contribution to Migration Emergency Coordination (MEC) groups, in order to facilitate the use of DTM capacity to enhance IOM operations.
4. Support the integration of cross-cutting initiatives, including data innovation and DSID-related activities, to enhance the relevance, use and impact of DTM data at global, regional and country levels.
5. Contribute to the design, development and roll-out of DTM methodologies, tools and standards, ensuring consistency, quality assurance, and alignment with global frameworks and inter-agency guidance.
6. Support surge and deployment mechanisms, including participation in field missions, to strengthen DTM coordination and operational capacities in emergency and protracted contexts.
7. Engage with internal and external stakeholders, including IOM units, government counterparts, and inter-agency platforms (e.g. EGRISS), to strengthen coordination, partnerships, and uptake of DTM data and approaches.
8. Contribute to resource mobilization efforts, including the development of project proposals, concept notes, and strategic funding initiatives in line with DTM priorities.
9. Provide coordination, administrative and analytical support to the DTM Operations, Coordination and Support team, including assisting the Head of Operations in ensuring cohesive and sustainable operational support functions.
10. Perform such other related duties as maybe assigned.

Qualifications

Required Qualifications and Experience

Education

• Master’s degree in Political or Social Sciences, International Relations, Statistics, Data Science, Information Management, or a related field from an accredited academic institution and five years relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in humanitarian operations, data/information management, coordination, or related areas;
• Experience supporting or coordinating operations in humanitarian or development contexts, including engagement with country offices and regional structures;
• Experience in the development and application of data collection methodologies, assessments, or information management tools;
• Experience working with UN agencies, international organizations, or government counterparts in coordination or partnership roles;
• Experience contributing to programme development, including proposal writing and resource mobilization efforts; and,
• Previous field experience, including in emergency or complex environments, is desirable.

Skills

• Sound knowledge of displacement, migration, and humanitarian data systems, including familiarity with DTM or similar frameworks;
• Proven analytical skills, including experience with data analysis tools and methodologies;
• Excellent coordination and communication skills, with the ability to engage effectively with diverse stakeholders;
• Proficiency in standard office software (e.g. MS Office), with advanced Excel/data handling skills considered an asset; and,
• Demonstrated ability to work under pressure, manage multiple priorities, and deliver results in complex operational contexts.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
