Through its office in Ecuador, UN Women supports the Government, civil society, and the United Nations system in promoting gender equality, women’s empowerment, and the protection and fulfillment of women’s human rights. Ending violence against women and girls is a key priority area in the country. UN Women Ecuador works to strengthen the quality and accessibility of coordinated comprehensive services and responses to gender-based violence. In this context, it collaborates with public institutions, civil society organizations, and other key stakeholders to foster a shared understanding of the necessary services, as well as the standards and guidelines required for delivering essential services to women and girls experiencing violence.

In addition, the office actively participates in inter-agency processes within the United Nations system in Ecuador and promotes collaboration with other UN entities across specific programme areas, contributing to a comprehensive and coordinated response to advance gender equality in the country.

Under the overall guidance of the Chief, Information and Communications Technology (ICT) and the direct supervision of the Operations Associate, the ICT and Security Assistant executes ICT services in the Country Office by implementing ICT systems and strategies, providing daily technical support to users, and contributing to the protection of information assets through the application of basic security measures and compliance with corporate standards. The role also supports the administration and tracking of ICT assets and services, advises on the adoption of new technologies to enhance productivity, and promotes a client-oriented approach to ensure efficient and reliable service delivery.

III. Scope of Work

ICT planning, strategy, and asset management

• Support implementation of ICT strategies, standards, and procedures.
• Contribute to ICT annual work planning and prioritization.
• Support procurement processes, including preparation of technical specifications.
• Maintain updated inventory of ICT assets, licenses, and supplies.
• Assist in vendor coordination and contract monitoring.

Technical support and ICT infrastructure

• Provide first-level technical support to users.
• Install, configure, and maintain ICT equipment and peripherals.
• Perform basic troubleshooting, repairs, and preventive maintenance.
• Maintain operating systems, applications, and updates.
• Support corporate and cloud-based platforms (e.g., Microsoft 365).

Network, systems, and information security

• Monitor network performance and connectivity.
• Troubleshoot network issues and coordinate with providers.
• Manage user accounts, permissions, and access.
• Implement backup, recovery, and business continuity procedures.
• Apply basic ICT and information security measures.

Telecommunications and digital services

• Support implementation and maintenance of telecom systems (fixed, mobile, VoIP).
• Maintain intranet and collaborative platforms.
• Provide ICT technical support for meetings, events, and training.
• Promote effective use of digital tools and ICT best practices.

Physical security and facilities support

• Support implementation of office physical security measures.
• Monitor condition and functionality of safety and security equipment.
• Conduct periodic checks of office premises and common areas.
• Coordinate maintenance actions with relevant stakeholders.

Risk management and emergency preparedness

• Support implementation of security plans, protocols, and procedures.
• Monitor risks and report incidents affecting personnel or operations.
• Maintain emergency contacts and security-related documentation.
• Support training, drills, and awareness activities.
• Assist in incident response and reporting.

Emergency equipment and inter-agency coordination

• Maintain readiness and inventory of emergency and communication equipment.
• Support tracking, assignment, and control of critical equipment.
• Provide operational support during emergencies.
• Coordinate with UN agencies and vendors on ICT and security matters.
• Perform other related duties as required.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

FUNCTIONAL COMPETENCIES:

• Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and virus protection systems;
• Good PC hardware troubleshooting skills;

V. Minimum Qualifications

Education and Certification:

• Completion of secondary education is required.
• Bachelor’s degree in computer science is an asset
• Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months
• ITIL Certification is an asset
• Project Management Certification (PMP or Prince) is an asset

Experience

• At least five (5) years of working experience in network administration and use of hardware/software, telecommunications facilities.
• Experience in Azure, like Defender, Portal will be considered an asset.
• Experience with internal UNW applications such as GST, SN, and the Portal is an asset.

Languages

• Fluency in English and Spanish is required.
