Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
On 24 June 2026, two strong earthquakes, preliminarily measured at magnitudes 7.1 and 7.5, struck north-central Venezuela in rapid succession, with epicentres near Morón, Carabobo State. The earthquakes were felt across much of the country, including Caracas, La Guaira, Aragua, Carabobo and neighbouring states. Therefore, the national government of Venezuela declared the state of emergency.
Preliminary information indicates damage to residential and commercial buildings, with reports of structural collapses in parts of Caracas and damage to infrastructure in several affected areas. Search and rescue operations have been activated while authorities continue rapid damage assessments. Power and telecommunications interruptions have been reported in some locations, and hospitals are receiving injured people.
The full humanitarian impact is still being assessed. Official information on casualties, displaced people and infrastructure damage remains limited. Significant aftershocks are expected, posing additional risks to affected communities and emergency responders. In addition, the National Headquarters of the Venezuelan Red Cross reported critical damage in the infrastructure.
Job Purpose
The overall purpose of this position is to enhance and fortify the quality, accountability, performance and impact of programmes and operations supported by IFRC. This entails collaborating closely with the National Society (NS), providing technical assistance and guidance on PMER-related matters. Responsibilities include conducting reliable planning, monitoring, evaluation and reporting on the Emergency Appeal, donor reporting, establishing a Monitoring and Evaluation (M&E) framework and bolstering NS programmes and operations through capacity-building efforts. This includes offering technical advice to IFRC country teams. The position aims to elevate project quality, performance, and impact through specialised technical assistance and direction in PMER practices.
Job Duties and Responsibilities
Planning
- Ensure that the NS response plan and Emergency Appeal plans are updated and revised when needed, including the Monitoring, Evaluation, Accountability and Learning (MEAL) plan, in close coordination with the IFRC operations manager and Head of Delegation (HoD) and in coordination with operations and programme teams from NS and Partner National Societies (PNSs).
- Support the revision of the Federation-wide Appeal and the transition to a unified plan.
- Support project teams in drafting proposals and log frames by checking that each result includes SMART indicators.
- Lead and support the revision of the Federation-wide Appeal and the transition to a unified plan, facilitating consultation and consolidation of inputs from the NS, PNSs and IFRC technical sectors.
- Support scenario, contingency and transition/exit planning processes for the operation, ensuring that PMER considerations are integrated from the outset.
- Contribute to the integration of the Emergency Appeal into longer-term country and NS development plans, supporting the link between response, recovery and resilience programming.
Monitoring
- Provide technical advice to the Delegation and NS staff on regularly monitoring their projects, programmes and plans to facilitate results-based management, strengthen accountability, and produce evidence-based results.
- Coordinate with the Regional Office’s Information Management (IM) team to support the collection and analysis of data to improve and strengthen programme quality, performance, and impact. Conduct field monitoring visits with NS programme staff based on the set M&E framework.
- Ensure that staff are aware of and use tools such as the MEAL plans, Gantt charts, indicator tracking tables (ITTs), baseline–endline studies, and matrixes to monitor objectives, indicators, and activities, as per IFRC guidelines; and provide the necessary technical assistance and training in furtherance of this objective.
- In coordination with the Regional Office, develop and disseminate critical tools to monitor activities on Community Engagement and Accountability (CEA), protection, gender, and social inclusion (PGI), and other critical cross-cutting themes.
- Design, maintain and update the operation's M&E framework, MEAL plan, indicator tracking tables (ITTs) and monitoring dashboards.
- Plan and conduct field monitoring visits and joint monitoring missions with NS programme staff and PNSs, based on the set M&E framework, documenting findings and following up on recommendations.
- Conduct periodic data quality assessments and support the establishment of sound data collection, storage and protection practices, in line with IFRC data protection policies.
Evaluation
- In coordination with the Regional Office, serve as the focal point for all internal and externally implemented evaluations for the Emergency Appeal, including the real-time, mid-term, and final evaluations.
- Support the use of evaluation results within the project and in a way that contributes to IFRC learning processes at Country, Regional, and Global levels.

- Update the PMER manager in the Regional Office regarding planned evaluations, their progress, and reports related to the Emergency Appeal.
- Facilitate lessons-learned workshops, after-action reviews and other learning exercises with the NS, PNSs and IFRC teams, ensuring findings are documented and disseminated.
- Support the use of evaluation results within the operation and in a way that contributes to IFRC learning processes at Country, Regional and Global levels; ensure the development, usage and follow-up of management response plans for IFRC Secretariat evaluations.
- Promote a culture of learning by documenting good practices, case studies and human-interest evidence that demonstrate the results and impact of the operation.
Reporting
- Facilitate initiating, drafting, consolidating and finalizing all mandatory operation updates for the Emergency Appeal (including Operation Updates, Operational Strategy revisions and final reports) and pledge-based reports (donor reports).
- Undertake quality control of the reports in coordination with the finance team, cross-checking the narrative information so that it is consistent with financial data and the indicator tracking tables.
- Share finalized reports with the Strategic Partnerships and Resource Mobilization (SPRM) Team for their submission to donors and keep the SPRM team and other stakeholders informed about the state of draft donor reports.
- Send reminders to the operation's sector leads/budget holders on reports due and overdue, in liaison with the Finance and SPRM teams, maintaining an up-to-date reporting calendar/tracker for the Appeal.
- Ensure timeliness and compliance with standard IFRC and donor reporting requirements, flagging risks of non-compliance to management in advance
- Support the timely update of operational information on IFRC corporate platforms (e.g. GO platform).
Coordination and Representation:
- Act as the PMER focal point for the operation, ensuring effective coordination on PMER matters between the IFRC Delegation, the NS, PNSs, the Regional Office. Participate in Movement coordination mechanisms and, when requested, in inter-agency working groups relevant to assessment, monitoring and information management, representing IFRC PMER perspectives.
- Foster synergies and joint approaches between the IM, CEA and MEAL functions at the NS and within the IFRC team.
Capacity building and general support:
- Provide technical assistance and guidance for assessments PMER of related programmes and operations.
- In coordination with the Regional Office, support NSs in the development, use, and institutionalization of planning, monitoring, evaluation, and reporting guidelines, templates, and tools.
- Perform other PMER-related duties and provide surge support to the wider operation as required by the Operations Manager or Head of Delegation, in line with the evolving needs of the Venezuela Earthquakes Emergency Appeal.
Education
Required:
A bachelor’s degree in social sciences, international development, or a related field, as well as experience in education, will be considered.
Further training related to Project Cycle Management, Monitoring and Evaluation, and Data management.
Preferred:
IMPACT or equivalent knowledge.
Experience
Required:
At least 3-5 years of relevant professional experience (in PMER, Result-based management (RBM), Monitoring and Evaluation, etc.)
Strong background in report writing and product delivery to tight deadlines. Ability to write, edit and analyse complex reports in English
Sound background in social research methodologies, including highly developed analytical and communication skills and the ability to assimilate and process information for wide-ranging audiences
Experience in the implementation of monitoring and evaluation systems for projects, programmes and emergencies
Experience in project planning and implementation and results-based project management
Experience in the implementation and facilitation of training sessions
Preferred:
Familiarity with financial management systems (e.g. ability to explain variance between budgeted and actual expenditure)
Knowledge and commitment to Red Cross Red Crescent Fundamental Principles and ability to model those Principles in relationships with colleagues and partners and translate them to development practice
Experience in working in a non-profit organisation or humanitarian organisation
