This role sits within the IFRC Country Cluster Delegation (CCD) based in Jakarta, Indonesia, covering the five countries of Brunei Darussalam, Indonesia, Malaysia, Singapore and Timor-Leste. The CCD also represents IFRC to the Association of Southeast Asian Nations (ASEAN) and oversees the administration of the joint IFRC/ASEAN MoU.
Job Purpose
The DRM Officer provides technical, operational, and coordination support to National Societies (NSs) in the implementation of Disaster Risk Management (DRM) programmes and projects, with a focus on Climate Change Adaptation (CCA), Nature-based Solutions (NbS), Disaster Preparedness, Early Warning for All (EW4All), and Anticipatory Action initiatives, including simplified Early Action Protocols (sEAPs) and Early Action Protocols (EAPs).
Job Duties and Responsibilities
- Provide technical guidance and support for the implementation of Disaster Risk Management (DRM) capacity-building initiatives in collaboration with National Societies (NSs), Movement Partners and Relevance Counterparts
- Support the planning, budgeting, implementation, monitoring, and reporting of programmes / projects related to Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), Early Warning for All (EW4All), and Anticipatory Action (AA).
- Support the DRM Coordinator in project inception and partnership engagement, including coordination with WWF Indonesia to ensure the effective and timely implementation of Nature-based Solutions (NbS) initiatives.
- Provide technical oversight and coordination with DRM Coordinator and Program Coordinator for Integrated Community-Based Risk Reduction (ICBRR) ensuring effective implementation, monitoring, evaluation, and reporting
- support the implementation of Pillar 1 on Anticipatory Action and Climate under the GTPP project with relevant counterpart, ensuring effective implementation, monitoring, evaluation, reporting, and technical coordination with other pillar focal points.
- Providing technical support to promote resilience programming by strengthening linkages between Climate Change Adaptation, DRR, and development programming, and support the integration of these approaches into tools and methodologies such as Integrated Risk Management, Landscape Analysis, and Enhanced Vulnerability and Capacity Assessment (EVCA)
- maintain effective working relationships with technical project stakeholders and partners to ensure the delivery of project activities are aligned with objectives and timelines
- Support emergency preparedness, response, and recovery operations by providing technical assistance to PMI and NSs in assessment, planning, implementation, coordination, reporting, and compliance with IFRC standards, operational procedures, donor requirements, and programme quality principles as required.
Job Duties and Responsibilities (continued)
- Support National Societies in financial and operational processes related to DRM projects, including budget preparation, CRRA budgeting and reporting, spot checks, and procurement coordination with IFRC Finance and Procurement units.
- As part of the Disaster Monitoring Roster team of IFRC CCST Indonesia and Timor-Leste, monitor disaster situations, collect and analyse impact information, and prepare timely situation updates and information products for internal and external stakeholders.
- Perform any other related duties as assigned.
Education
- University Degree in relevant field
- Relevant post graduate qualification/technical training (or equivalent experience) is preferred
Experience
- 4 - 6 years of experience with minimum of 2 years working in the area of expertise
- A broad understanding of global humanitarian issues, disaster recovery and related areas
- Experience of working in both emergencies and developmental contexts with international Organization
- Experience in NS capacity building in preparedness, response and recovery
- Experience working with the National Societies is preferred
- Experience of working for the Red Cross / Red Crescent or other humanitarian organization
Knowledge, Skills and Languages
- Ability to prioritize, work well under pressure and meet deadlines. Able to achieve results through collaboration/teamwork
- Ability to work well in a multicultural team and in a changing environment
- Technical skills in disaster response/recovery (logistic/operation etc)
- Computer skills: Windows, Word Processing, PowerPoint, Excel & Ability to use video conferencing application i.e Microsoft Teams, Zoom etc.
- Demonstrated core proficiency in (a) digital communication & collaboration, (b) basic digital content creation, (c) digital safety & security, (d) data literacy, and (e) problem solving with technology (including responsible use of AI assistants
- Understanding of and commitment to IFRC’s mission and values
- Fluent spoken and written English
