Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. IFRC uses the Triple R – response, resilience and respect – to deliver on Strategy 2030. IFRC responds to disasters and crises, ensuring timely, coordinated and locally led humanitarian action. IFRC supports its members in building community resilience in the areas of climate and environment, health and wellbeing, and migration and displacement. IFRC is led by its Secretary General and has its Headquarters in Geneva and five regional offices in Africa (Nairobi); the Americas (Panama); Asia Pacific (Kuala Lumpur); Europe (Budapest); and MENA (Beirut) as well as representation offices, service centres and delegations across the globe.
The IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
In Türkiye, the KNRC is represented by a Delegation Office, led by the Representative (Head of KNRC Delegation) for regional operations. It has cooperated and collaborated with the TRC and the IFRC, to support vulnerable people mainly affected by the earthquake and to strengthen the TRC’s capacity for local disaster response and community services. Since the establishment of bilateral cooperation agreement with the TRC, the KNRC has been focusing on executing TRC-KNRC Joint Projects; emergency relief, food and nutrition, transitional container shelter, livelihood, community services, blood services, and capacity reinforcement, in alignment with the TRC’s 2023 Earthquake Recovery Plan.
In addition to the ongoing earthquake relief and recovery operations in Türkiye, the KNRC Delegation is implementing the Government of the Republic of Korea Ministry of Foreign Affairs (MoFA)-funded MIRAE Project in partnership with the TRC. The Delegation is also currently implementing another MoFA-funded project, “Protecting and Assisting Palestinians in the Gaza Strip and Host Communities in Egypt,” in partnership with the ERC.
In relation to these projects, the Delegation provides overall coordination, liaison, monitoring, reporting, donor visibility, and administrative support in close cooperation with the TRC, ERC, KNRC HQ, relevant Embassies of the Republic of Korea, and other stakeholders. It also supports small-scale humanitarian initiatives in other parts of the region, reflecting its broader commitment to addressing emerging humanitarian needs.
Accordingly, the KNRC Delegation operates across multi-sectoral humanitarian programming, encompassing emergency relief, recovery, migration support, protection, and regional humanitarian coordination, while ensuring strong donor visibility, accountability, and compliance.
Job Purpose
The purpose of this position is to facilitate and support the KNRC Delegation’s overall communications, public relations, and administrative functions across multiple humanitarian programmes supported by the KNRC.
The role ensures:
- coherent and strategic communications and visibility across programmes,
- effective donor engagement and accountability,
- and efficient administrative and operational support in coordination with host National Societies (HNS), IFRC, and KNRC HQ.
Job Duties and Responsibilities
Communications & Public Relations
- Develop and implement a multi-programme communications and visibility strategy
- Ensure consistent branding, messaging, and donor visibility (e.g., Government of the Republic of Korea) across all programmes and components
- Coordinate closely with HNSs, IFRC, and KNRC HQ to produce:
- press releases, briefing notes, reports, and presentations
- beneficiary stories and multimedia content
- visibility materials (banners, plaques, vehicle branding, etc.)
- Manage the KNRC Delegation’s social media accounts (X, Instagram, Facebook, etc.) in collaboration with KNRC HQ, mainly with International Cooperation and Communications Teams
- Prepare communications and PR materials and regularly upload and share them on social media and under the supervision of KNRC Head of Delegation
- Support the organization and management of ceremonial events such as donation, opening, and handover ceremonies, media visits, donor visits, workshops and trainings, etc.
- Package donor appeals, situation updates, and impact snapshots with team members and counterparts of HNSs.
- Monitor reputational risks in comms and visibility work; propose mitigation during exit/handover phases.
Administration Services
- Work closely with the IFRC to ensure their efficient and effective administration services to the KNRC Delegation in areas of security, logistics, contracts, human resources, finance, office space, asset and supply management, etc.
- Support in organizing ceremonial events and official visits of KNRC HQ personnel and making logistical arrangements and financial processing (flight arrangements, hotel accommodations, local transportation, airport pick-up and drop-off, local purchases, invoice payments, etc.)
- Provide administrative support to all staff members of the KNRC Delegation in compliance with the IFRC policies, rules, regulations, and procedures, and in particular to the KNRC delegates for their presence in Türkiye regarding their application for and obtainment of visa, residence permit, apartment lease, driving license, and other utilities and services
- Provide translation/interpretation and other necessary support and perform any other duties as assigned by HoD
- Adhere to IFRC procurement/finance compliance in admin/visibility workflows; keep auditable files.
- Safeguard reputational and compliance risks in admin/logistics, ensuring data protection and proper procedures.

Partnership
- Strengthen partnerships with stakeholders and maintain close coordination with KNRC HQ and IFRC.
- Support donor/partner engagement: prepare mapping, briefings, visit agendas, meeting notes, and follow-ups.
- Contribute to donor recognition and advocacy by preparing updates, stories, and talking points for partner communications.
- Facilitate effective information sharing and coordination between KNRC Türkiye Delegation, HQ, HNSs, and IFRC.
Project Support
- Provide daily support to multi-programmes; maintain trackers for milestones, progress, and risks.
- Coordinate/participate in field visits to monitor implementation, capture community feedback, and collect stories/photos.
- Prepare concise implementation summaries, highlights, and lessons learned for donor/partner updates.
- Support planning and scheduling (workplans, checklists) and follow up on action points with counterparts of HNSs.
- Contribute to exit/transition strategies and handover projects (roadmaps, protocols, closure requirements, donor compliance).
- Produce closure/impact stories, fact sheets, and audiovisual content to showcase results and sustainability.
Education
Required:
- Bachelor’s degree in communications, journalism, public relations, international humanitarian & development, international relations, business administration, or related fields of study
Experience
Required:
- Minimum 3 years of experience in areas of communications, administration, or other relevant areas
- Experience in event organization and donor communications/visibility requirement management
- Experience in creating compelling content and excavating beneficiary stories
- Experience in managing multimedia and social media platforms
- Experience in office management and administrative/logistical support
Preferred:
- Experience and familiarity with the International Red Cross and Red Crescent Movement or other international humanitarian/development organizations is preferred
Knowledge, Skills and Languages

- Proficiency in photography and videography (designing, shooting, editing, etc.)
