TERMS OF REFERENCE
The main purpose of this assignment is to develop a comprehensive and actionable plan to support the implementation of major social protection programmes in line with the INSPF. This will be achieved by systematically unpacking the framework, drafting and refining an action plan in collaboration with key stakeholders, and ensuring it reflects expert inputs and government priorities. The process includes consultations with ministries and development partners, validation through interministerial engagement, and incorporation of feedback into a costed draft. Ultimately, the assignment aims to deliver a well-reviewed and nationally endorsed Action Plan, formally submitted to the National Planning Commission for implementation.
a) Organize ministry level consultations on the draft, get feedback and endorsement
b) Organize interministerial validation workshop on behalf of National Planning Commission
c) Prepare a costed draft Action plan incorporation all feedback
d) Get reviewed by NPC and each Ministries
e) Submit final Action plan to NPC
The national Consultant must review the Integrated National Social Protection Framework unpacking major direction and recommendations of the NISPF and preparing an Action plan to implement the NISPF.
a) Review the Integrated National Social Protection Framework, bring out recommendations for revision, key interventions to be made to implement the framework and prepare an outline of the Action Plan
b) Conduct KII with at least 10 including NPC. Other government Ministries and departments UNICEF ILO and other development partners.
c) Organize ministry level consultations on the draft, get feedback and endorsement
d) Organize interministerial validation workshop on behalf of National Planning Commission
e) Prepare a costed draft Action plan incorporation all feedback
f) Get reviewed by NPC and each Ministries
g) Submit final Action plan to NPC
h) Submit the inception report including an outline of NISP Action Plan
i) Ensure stakeholder engagement. As the social protection framework is multi-sectoral and implemented by various Ministries, their ownership is must. Therefore, intensive consultation is expected with key stakeholders
