Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 6,165,907 (Kenyan Shilling) yearly.
The ILO is part of a Partnership on Inclusive Jobs and Education for Host Communities, Refugees and other Forcibly Displaced Persons, known as PROSPECTS. The Partnership is a multi-year programme, funded by the Government of the Netherlands, that brings together five agencies (ILO, World Bank, IFC, UNICEF, UNHCR) to devise collaborative and innovative approaches for inclusive job creation and education in contexts characterized by forced displacement. The programme encompasses three pillars, namely Education, Jobs, and Protection and operates in eight countries across East Africa, Horn of Africa and the Middle East employing an area-based approach, in which the partner agencies jointly focus their activities on selected regions in each country. In Kenya, the programme is implemented in the refugee hosting counties, and nationally for policy interventions. Under the partnership, the ILO, together with IFC and World Bank, lead interventions to improve livelihoods and create jobs for host communities and refugees.

The National Project Officer for Enterprise will support the implementation of pillar 2 of the programme whose main outcome is improved livelihoods and expanded economic opportunities for refugees and host communities. The officer will provide support to intervention implementation, project cycle management and undertake duties and responsibilities detailed under the Section Description of Duties below.
Reporting lines
The incumbent will perform his/her duties under the overall guidance of the CTA PROSPECTS and reporting directly to the National Program Coordinator- employment. He/she will work in close collaboration with the project team and other relevant technical teams including the ILO CO-Dar es Salaam Programme Unit and specialists from the ILO DWT, regional and headquarters.
First level university degree in economics, social sciences, development or another relevant discipline/field. A master’s degree in a social science discipline of relevance to development studies will be an asset.
At least two years of professional experience at the national level in project management, implementation, monitoring and evaluation, with a thematic emphasis on enterprise promotion
Excellent command of the English language. A good working knowledge of Kiswahili is an advantage
