Under a proposed UN-to-UN collaboration within the Shabab Balad framework, the International Labour Organization (ILO) will serve as a technical partner to strengthen the quality, labour-market relevance, and credibility of youth employment pathways in Egypt. The collaboration will focus on labour market intelligence, employer and worker engagement, decent work integration, pathway quality assurance, and employment results measurement and verification.
The initiative seeks to improve programme quality, strengthen youth employment outcomes, and enhance the traceability and credibility of reported results across implementing partners. Drawing on its tripartite mandate and expertise in youth employment, apprenticeships, skills systems, labour market governance, and formalization, the ILO will support Shabab Balad in connecting young people to quality skills development, work-based learning, entrepreneurship, and employment opportunities in priority sectors.
The National Project Coordinator will coordinate the implementation of ILO activities under the collaboration and provide technical leadership on monitoring and evaluation, employment quality control, labour market intelligence, stakeholder engagement, and pathway quality assurance.
The position will play a critical role in ensuring that employment outcomes are measured, verified, and assessed against decent work standards while supporting national partners to strengthen evidence-based youth employment programming.
Reporting lines
The incumbent will work under the direct supervision and reports to the Skills Specialist at the ILO Cairo Office, under the overall responsibility of the ILO Country Director for Egypt. The incumbent will receive technical guidance from relevant specialists within the ILO Decent Work Team, particularly specialists on Employment and Enterprise and the Head of Programme.
The incumbent will work closely with UNICEF, government counterparts, employers’ and workers’ organizations, implementing partners, consultants, and other relevant ILO projects and programmes.
The position does not currently have direct supervisory responsibility but may coordinate the work of consultants and service providers engaged under the project.
First level university degree in Development Studies, Public Policy, Education, Business Administration, Economics, social sciences or a related field related field, and strong knowledge on development issues especially employment creation, skills development and M&E.
An advanced university degree in a relevant field would be an advantage.
Technical requirements:
Excellent knowledge of the working language of the duty station Arabic and a good knowledge of English.
