Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Partnerships Officer, and in close coordination with Programme Units, the Sub-Regional Office in Brussels, Regional Office Vienna and Headquarters, the National Programme Development Officer will support programme development, partnership engagement and external relations activities in IOM Norway.

As part of the newly established Programme Development Unit (PDU), the incumbent will contribute to the implementation of IOM Norway’s partnership, programme development and external engagement strategy through supporting the identification of opportunities for collaboration, development of projects and programmes, monitoring and compiling information on migration-related policy developments, supporting stakeholder engagement activities, and contributing to the Mission’s external positioning, including through preparation of background analysis and briefing materials for senior management.

Responsibilities

1. Monitor developments among key stakeholders, development partners and strategic actors and support the identification of opportunities for programme development, collaboration and partnership.
2. Support the development of concept notes, project proposals, budgets and programme development products.
3. Coordinate internal project development processes and support compliance with institutional project development requirements.
4. Support implementation of IOM Norway’s partnership, programme development and external engagement strategy.
5. Prepare stakeholder profiles, partnership analyses, funding overviews and briefing materials, and support partnership mapping.
6. Support the collection and analysis of information on the thematic priorities of key stakeholders and partners in Norway, including funding trends and policy developments.
7. Assist in gathering and analyzing information on policy developments and prepare briefing notes, analytical papers, talking points and background materials for senior management.
8. Support research and information gathering to inform programme development and planning efforts in close coordination with the Partnerships Officer.
9. Support the maintenance of working relationships with government institutions, development and humanitarian partners, academia, civil society organizations, private sector actors, UN agencies and other relevant stakeholders.
10. Compile and organize information on partner priorities, policy developments, stakeholder interests to support programme development and reporting.
11. Support the organization of consultations, policy dialogues, thematic exchanges, partnership meetings and workshops.
12. Organize and provide administrative support to visits, stakeholder engagements and high-level meetings.
13. Prepare briefing materials and support the preparation of substantive inputs for senior management engagement with stakeholders.
14. Participate in meetings, conferences, workshops and stakeholder consultations, as requested.
15. Assist in the preparation of reports, presentations and briefing materials.
16. Maintain knowledge management systems related to stakeholder engagement and programme development activities.
17. Contribute to organizational learning and information sharing.
18. Perform such other duties as may be assigned.

Qualifications

EDUCATION

• Bachelor’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or relevant field from an accredited academic institution with two years of relevant professional experience; or
• Master’s degree in the above fields.

EXPERIENCE

• Previous experience supporting programme development, project implementation, research, external relations or stakeholder engagement.
• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting.
• Experience working in the Norwegian public, humanitarian, development, migration, research or related sectors.
• Knowledge of Norwegian public administration, institutional landscape and funding mechanisms relevant to migration, integration, labour mobility, humanitarian action and/or international development cooperation.
• Experience supporting engagement with stakeholders across government institutions, academia, civil society organizations, research institutions, international organizations and private sector actors in Norway.
• Demonstrated experience supporting engagement with Norwegian public sector entities, including ministries, directorates, municipalities, counties or other relevant governmental bodies.
• Ability to work collaboratively with diverse stakeholders and contribute to effective working relationships.
• Experience working in the Norwegian professional, institutional and cultural context.
• Experience supporting stakeholder mapping, information gathering and engagement activities within the Norwegian context.

SKILLS

• Good analytical, research, writing and digital skills, with experience in programme development and coordination.
• Knowledge of the Norwegian public administration, institutional landscape and funding mechanisms relevant to migration, humanitarian action and international development cooperation.
• Ability to work effectively with stakeholders across government, academia, civil society, international organizations and the private sector.
• Good interpersonal and communication skills, with the ability to engage effectively with colleagues and stakeholders at all levels.
• Ability to support partnership and programme development activities aligned with organizational priorities.
• Sound understanding of Norwegian workplace culture and approaches to consensus-based collaboration.
• Good organizational, communication, writing and presentation skills.
• Commitment to humanitarian principles and professional ethics.
• Knowledge of office software packages (MS Word, Excel, etc.) and spreadsheet and database packages.
• Ability to use own initiative and work under pressure with minimum supervision.

LANGUAGES

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Norwegian is required (oral and written).

Working knowledge of another UN language is desirable.
