The objective of the WHO Country Office is to support the Government of Indonesia in strengthening and sustaining the national response to Non-Communicable Diseases (NCDs) through the development and implementation of evidence-based, integrated, and multi-sectoral programs. The Office facilitates the implementation of projects for the prevention and control of key NCDs. It supports the efficient and effective management andcoordination of technicalexpertise at all threelevels of the WHO, providing policy and strategic advicefor the development of sustainable national strategies, interventions, and capacity-building initiatives. The Office also analyzes and evaluates data and information related to NCDs to inform the design and implementation of public health programmes and activities. It contributes to the development and adaptation of guidelines, protocols, training materials, and strategic documents to align national efforts with global and regional norms, standards, and tools.
Under the direct supervision of the National Professional Officer (Health Promotion and Social Determinants of Health) and general supervision of the Team Lead, NCDs and Healthier Populations, the incumbent will perform all,or part of the following, and other related responsibilities as required by the needs of the office:Collaborate closely with concerned government counterparts, partners, and WHO colleagues to, coordinate the implementation of national and subnational NCD prevention and control initiatives;Provide technical advice to the MoH and other national authorities on the development and implementation of multisectoral action plans and policies for the prevention and control of NCDs, with special emphasison the WHO “best buy” interventions;Provide technical input on the planning and development of country-focused multi-sectoral action for NCDs and their risk factors, including but not limited to NCDs (cardiovascular diseases, diabetes,chronic respiratory diseases, and cancer), tobacco use, physical inactivity, unhealthy diet, alcohol use, obesity, hypertension, injuries, road safety;Participate in the drafting of various NCDs-related guidelines, protocols, training materials, strategic plans, and coordinate the adoption of norms, standards, guidelines, and tools to support the implementation;Analyze and evaluate NCD-related topics, data, and information to contribute to the development of public health programmes and activities, and report on goals and targets of the global and regional action plans for NCDs, and facilitate timely action and reporting at national, regional, and global level;Work with all levels of governments and the WCO Health System Strengthening team to integrate NCD prevention and management into primary health care through training, resource mobilization, and an overall health system strengthening approach;Produce technical briefs, donor reports, and strategic communication materials to support advocacy and actionCoordinate with other programme areas within the WHO country office, especially maternal and child health, environmental health, communicable diseases, and universal health coverage, to integrate NCD prevention and control interventions and approaches;Ensure the timely and high-quality implementation of biennial workplans, in alignment with Country Office priorities. This includes maintaining zero overdue Purchase Orders by adhering to prescribed country office closure timelines and ensuring all donor reportsare submitted on time with no overdue submissions.Perform any other relevant work requested by the Team Lead and WHO Representative.
Essential: A university degree in Health (medicine or public health) with a specialization relevant to non-communicable disease prevention and control.
Desirable: Advanced university degree in Health (medicine or public health),with a specialization relevant to non-communicable disease prevention and control.
Essential: At least two (2) years of combined working experience in i) the development and implementation of policies and programmes for the prevention and control of non-communicable diseases, and ii) primary health care service delivery for chronic diseases.
Desirable: Clinical experience in primary health care settings. Experience in the design and delivery of trainings on NCDs and their risk factors,development of policies or clinical guidelines for prevention and management of NCDs. Experience of working with UN agencies or international development organizations.
Excellent knowledge of WHO policies, rules and regulations, structure and functions.Thorough knowledge of programme planning, monitoring and evaluation process.Excellent interpersonal and communication skills.Ability to adapt to a multicultural environment, establish and maintain good working relationships.Demonstrated ability to handle sensitive/classified information.Technical expertise and overall attitudeat work are also requiredfor mandatory competencies.Team spirit and time management skills.

Remuneration comprises an annual base salary starting at IDR 734,133,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
