National Expert on Small Arms, Light Weapons (SALW) and Conventional Ammunition (CA), Physical Security and Stockpiles Management (PSSM) (SSAs)

Background:

In the frames of implementation of Tajikistan’s roadmap document on small arms, light weapons and conventional ammunition (SALW&CA) security, the Office since 2023 is providing expert and advisory support to the country’s Ministry of Defense (MoD) in updating its guiding documents related to secure storage and stockpiles management of SALW&CA.
Based on that co-operation, several guiding documents were developed or updated in the period of 2023-2025. The activity is ongoing, the Office plans to continue co-operation with the national counterpart in 2026-2028, with the overall aim to align several other national instructions and standard operating procedures (SOPs) with the OSCE documents on SALW&CA and international good practices.
In 2026, the Office is co-operating with the MoD working group on developing new instruction manuals for secure storage of conventional ammunition. An international expert has been contracted by the Office in July 2026, in order to ensure compatibility of the newly developed documents with the OSCE best practices on SALW&CA and international standards. The process is expected to be completed by the end of August.
In completion of the planned task and with the aim to facilitate harmonization of the documents among all designated departments of the MoD, the Office would need to engage a national consultant to:

• Ensure harmonization of finalized instructions among the designated MoD departments/units, including the Legal services, Arms and Military Ammunition, Engineering department, etc.;
• Coordinate (remotely) with the OSCE international expert about any issues raised by the MoD reviewers, make necessary amendments/changes in the documents and re-harmonize with the above-mentioned MoD departments/units;
• Coordinate with the MoD legal/language services about terminology/specific terms used in the documents, as part of preparation process of translating documents from Russian into Tajik language (translation will not be performed by the holder of this post).

Objective of Assignment:

Providing local expertise, advisory and coordination support to the Ministry of Defense (MoD) of Tajikistan in updating relevant sections of the national normative framework, development of SOPs and internal instructions on SALW&CA physical security and stockpiles management.

Duration of Assignment:

Two months, September - October

Tasks and Responsibilities:

Under the overall supervision of the National Politico- Military Officer, the successful candidate will be tasked with the following duties:

1. Final harmonization of instruction manuals finalized in 2026, with the MoD Legal, Arms and Military Ammunition, Engineering departments (through provision of professional expertise);
2. Through provision of local expertise, coordination (remotely) with the OSCE international expert and the Office in getting the final versions cleared by the MoD for translation into Tajik language.

Deliverables:

1. Finalized and harmonized instruction manuals reviewed and aligned with inputs from the Ministry of Defence (MoD) Legal, Arms and Military Ammunition, and Engineering departments;
2. Technical and legal review comments compiled, addressed, and incorporated into the final versions of the instruction manuals;
3. Report on work plan with timeline and agreed structure of the instruction manual submitted by the local expert at the end of each contractual month;
4. Professional local expertise provided to facilitate the MoD's review, address comments, and support timely clearance of the final instruction manuals;
5. MoD comments and recommendations consolidated, addressed, and communicated to the OSCE international expert and the Office ensuring all agreed revisions were reflected into the final versions;
6. Final versions of the instruction manuals officially cleared by the MoD for translation into Tajik language.

Necessary Qualifications:

• University or equivalent military institute degree in security studies and/or military affairs;
• Minimum 5 years of professional proven experience in military and security affairs, and over 3 years of experience in the SALW&CA security and stockpiles management fields;
• Excellent knowledge of Tajik and Russian, including excellent communication and drafting skills;
• Fluency in English language, both oral and written would be an asset;
• Experience in liaising with high level law enforcement and security agencies;
• Excellent knowledge of security and political situation in Tajikistan and Central Asia;
• Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
